RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY
ENDORSING THE PROPOSED REFURBISHMENT OF THE SIGN
LOCATED OFF NORTHBOUND I-5
BETWEEN HIGHWAY 54 AND 24TH STREET
WHEREAS, the National City Chamber of Commerce and the San Diego Arizona
Eastern Railway ("SD&AE") entered into a lease agreement on June 1 1966, permitting the
Chamber to construct a metal back lit sign on the rail road right-of-way; and
WHEREAS, the Chamber has assigned its lease to Sky Vision Media Network of San
Diego, LLC ("Sky Vision"); and
WHEREAS, after thirty-four (34) years the current sign has become dilapidated and a
blight in a highly visible redevelopment zone, which adversely affects the image of National
City; and
WHEREAS, the National City Chamber of Commerce is desirous of refurbishing the sign
so as to provide public service announcements which will reflect positively on the image of
National City and attract visitors, commerce and tax revenue for the City; and
WHEREAS, the National City Chamber of Commerce Board of Directors has entered
into an agreement with Sky Vision for refurbishment of the sign; and
WHEREAS, the National City Chamber of Commerce is reliant upon future income and
public service announcements in order to promote the City, increase membership and utilize
income for its capital improvement projects; and
WHEREAS, the SD&AE railway was acquired by the Metropolitan. Transit Development
Board ("MTDB") and Sky Vision must go before the MTDB and amend specific provisions to
the lease in order to properly effect the refurbishment of the proposed sign; and
WHEREAS, the City of National City is a member of the MTDB and requests that the
MTDB Board give favorable consideration to the proposed refurbishment of the sign.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of National
City hereby endorses the refurbishment of the proposed Sky Vision sign located off northbound
1-5 between Highway 54 and 24th Street, and requests that favorable consideration be given to
the proposed refurbishment of the sign by the MTDB Board.
