RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY DISPENSING
WITH THE BIDDING PROCESS AND AUTHORIZING
ACCEPTANCE OF A PROPOSAL FROM OMNI-PACIFIC FOR
ERGONOMICALLY ENGINEERED DISPATCH WORK STATIONS
WHEREAS, on May 22, 2001, the City Council authorized the appropriation and
expenditure by the National City Police Department of the California Law Enforcement
Equipment Program (C.L.E.E.P.) funds to purchase equipment and upgrade existing systems, via
Resolution No. 2001-79, and
WHEREAS, the Police Department is in need of ergonomically engineered
dispatch work stations; and
WHEREAS, the City Council has determined to waive the formal bidding
requirements as authorized in Section 2.60.220(d) of the National City Municipal Code, and
award a contract to Omni -Pacific for ergonomically engineered dispatch work stations based on
the following special circumstances:
1. Omni -Pacific, through their subcontractor Parron Hall, has offered this equipment at a
competitive price and no significant price advantage would be gained by competitive
bidding;
2. The product is being offered through Omni -Pacific with full maintenance and support;
3. Parron Hall has been subcontracted to coordinate the dismantling and disposal of the old
existing dispatch center consoles.
NOW, THEREFORE, BE IT RESOLVED that the City Council finds special
circumstances to exist, and that it is in the City's best interest to purchase from Omni -Pacific,
and does hereby dispense with the bidding process, and authorizes acceptance of a proposal from
Omni -Pacific for ergonomically engineered dispatch work stations.
