RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY AMENDING
THE COMBINED GENERAL PLAN/ZONING MAP
APPLICANT: Community Development Commission

WHEREAS, the City Council considered the recommendation and findings of the
Planning Commission for approval of an amendment to the General Plan to change the land use
designations on the Combined General Plan/Zoning Map from CT and CT-PD to CG-PD for
approximately 17.89 acres for the area west of National City Boulevard, east of Roosevelt
Avenue, and north of 7th Street, including adjacent right-of-way, along with evidence and
testimony presented at the duly advertised public hearing held by the City Council on June 4,
2002; and
WHEREAS, the Planning Commission and City Council have caused and duly
held studies and proceedings for the timely amendment to the General Plan of the City of
National City, pursuant to Title 7, Chapter 3, Article 6 of the Government Code of the State of
California, and
WHEREAS, the Planning Commission at a duly advertised public hearing held on
May 20, 2002, considered the proposed amendment to the General Plan of the City of National
City, along with all evidence and testimony presented at said hearing, and along with the
proposed Negative Declaration together with any comments received; and
WHEREAS, the City Council recognizes the need and desirability to conduct
reviews of, and consider amendments to, the General Plan to accommodate the changing needs
of the community.
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of
National City has considered the proposed Negative Declaration No. IS-2002-2, together with
any comments received during the public review process, and finds on the basis of the whole
record (including the Initial Study and any comments received) that there is no substantial
evidence that the project will have a significant effect on the environment and that the Negative
Declaration reflects the City's independent judgment and analysis, and hereby approves the
Negative Declaration and authorizes the filing of a Notice of Determination.
BE IT FURTHER RESOLVED that the City Council finds that the proposed
amendment is in the public interest and is consistent with General Plan policies, since the
General Plan encourages high intensity commercial and complementary development along
major roadways, and since the General Plan encourages the revitalization of existing shopping
areas and the reuse of existing buildings.

BE IT FURTHER RESOLVED that the City Council hereby amends the
Combined General Plan/Zoning Map from Commercial Tourist and Commercial Tourist -Planned
Development (CT and CT-PD) to Commercial General -Planned Development (CG-PD), as
described on the Location Map for case file Nos. GP-2002-1, ZC-2002-1 and IS-2002-2 on file
in the Office of the City Clerk.
