HomeMy WebLinkAboutCC RESO 2003 - 21RESOLUTION NO. 2003 ā€” 21 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY APPROVING THE AUTOMATIC EXTERNAL DEFIBRILLATOR PROGRAM AND JOINING PROJECT HEART BEAT; ACCEPTING THE LOWEST RESPONSIVE, RESPONSIBLE BID FROM CARDIAC SCIENCE AND AUTHORIZING THE PURCHASE OF EIGHT AUTOMATIC EXTERNAL DEFIBRILLATORS; AND ACCEPTING THE UNCONDITIONAL DONATION OF FIVE AUTOMATIC EXTERNAL DEFIBRILLATORS WHEREAS, an ad hoc committee comprised of City staff has recommended the placement of thirteen (13) automatic external defibrillators at various locations throughout the City; and WHEREAS, the City of San Diego is sponsoring Project Heart Beat, a campaign promoting the use of automatic external defibrillators throughout the County; and WHEREAS, the City of San Diego has issued an award, based on competitive bidding to the lowest responsive, responsible bidder, namely, Cardiac Science, for the purchase of automatic external defibrillators; and WHEREAS, sufficient funds are available with the Community Development Commission, the City Manager's Office, and the Fire Department for the purchase of eight (8) automatic external defibrillators for this fiscal year; and WHEREAS, the Purchasing Agent has determined that the bidding procedures followed by the City of San Diego fulfill the competitive bidding requirements of Chapter 2.60 of the National City Municipal Code, and that it would be beneficial to take advantage of the City of San Diego's bidding process for the purchase of eight (8) automatic external defibrillators; and WHEREAS, in accordance with National City Municipal Code Section 2.60.260, Cooperative Purchasing, of Chapter 2.60, Purchasing System, authority exists to purchase equipment based on a price established by competitive bidding by another public jurisdiction; and WHEREAS, because of strong community support for an Automatic External Defibrillator Program, Paradise Valley Hospital has offered to donate three (3) automatic external defibrillators, and the National City Lion's Club has offered to donate two (2) automatic external defibrillators to the City on an unconditional basis. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of National hereby approves the Automatic External Defibrillator Program, as set forth in Attachments I, II and III, which are incorporated herein by reference. Resolution 2003 ā€” 21 February 4, 2003 Page Two BE IT FURTHER RESOLVED that the City Council hereby authorizes joining Project Heart Beat. BE IT FURTHER RESOLVED that the Purchasing Agent is hereby authorized to execute on behalf of the City, a purchase order between Cardiac Science and the City of National City for the purchase of eight (8) automatic external defibrillators. BE IT FURTHER RESOLVED that the City Council does hereby accept on behalf of the City the unconditional donation of three (3) automatic external defibrillators from Paradise Valley Hospital, and two (2) automatic external defibrillators from the National'City Lion's Club. Eiser, III City Attorney Nick nz n ayor Attachment I AUTOMATIC EXTERNAL DEFIBRILLATOR PROGRAM Each year 465,000 people in the United States suffer from Sudden Cardiac Arrest (SCA). Less than 5% of these victims will survive without early defibrillation. Survival rates can be 70% higher if a defibrillator shock is delivered within the first 3 minutes after the onset of SCA. Automatic External Defibrillators (AEDs) are portable machines that can be used by trained lay rescuers. Until recently, there were concerns about operator's personal liability. State legislative changes have addressed this issue. An adhoc committee including: Guadalupe Sanchez, Library; Ray Allen, Police Department; Miguel Diaz, Parks & Recreation; Paul Desrochers, CDC; John Cole, PW/Eng.; Don Condon, Fire Department and Kassia Kossyta, Risk Management met to explore installing (AEDs) at city locations. After reviewing three years of Fire Department responses to city sites the Committee recommended placing AEDs at 13 locations (see Attachment II). State law requires at least one trained operator for every five AEDs. The Committee recommends for each AED installed to have at least one employee trained as a responder. The Fire Department will provide the state mandated monthly equipment and battery check. The new library design will incorporate AEDs. The City of San Diego is sponsoring San Diego Project Heart Beat a campaign promoting the use of AEDs throughout the county. They contracted with Cardiac Science to provide equipment at $2,305/unit. They provide state required physician medical oversight, training, certification, recordkeeping and data collection for $50-$100/unit in annual oversight fees. Additional costs include alarmed wall mounted storage cases $269/unit; training classes $40/employee, a required annual one hour refresher class and $100 for donor plaques. The Purchasing Agent has reviewed the City of San Diego bid process with Cardiac Science for AEDs. Since it complied with Section 11 of Purchasing Ordinance # 1480 dealing with competitive bidding, National City can piggyback on Project Heart Beat's bid to obtain AEDs. Community support for this program is strong. Paradise Valley Hospital has offered to donate three AEDs and provide training classes. The National City Lions Club has volunteered to provide two units and cases. The Commuinity Development Commission has agreed to fund four units, and the Fire Department and City Managers' Office will each supply two units. Risk Management will fund three storage cases, the supervision costs and the donor plaques. A budget outline is described in Attachment II.
