HomeMy WebLinkAboutCC RESO 2005 - 140RESOLUTION NO. 2005 —140 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY REQUESTING THAT THE REGIONAL WATER QUALITY CONTROL BOARD ADOPT PROTECTIVE SEDIMENT CLEANUP STANDARDS FOR SAN DIEGO BAY WHEREAS, San Diego Bay is an important environmental resource for the San Diego region and National City; and WHEREAS, sediments play a significant role in the health of the marine ecosystem in the Bay by providing the habitat for aquatic life that lie at the base of the food chain upon which all others depend; and WHEREAS, the sediments in San Diego Bay are contaminated with levels of chemicals that threaten the health of the ecosystem and people who frequently eat fish from the Bay; and WHEREAS, many of these chemicals are present in the sediments at the San Diego Bay shipyards and contaminated naval facilities; and WHEREAS, in a survey of 109 pier fishers in San Diego Bay conducted by Environmental Health Coalition 96% were Latino or Filipino and 56% were residents of National City; and WHEREAS, children are even more at -risk than adults from exposure to toxic chemicals. Forty-one percent of the over 200 children represented in this survey eat the fish their parents catch and, of these children, 62% have a parent that fishes at least weekly; and WHEREAS, the Regional Water Quality Control Board will be establishing sediment cleanup levels for the Cleanup and Abatement Order for National Steel and Shipbuilding Company and Southwest Marine Shipyard; and WHEREAS, the mission of the State and Regional Boards is to preserve, enhance and restore the quality of California's water resources, and ensure their proper allocation and efficient use for the benefit of present and future generations; and WHEREAS, the Regional Board will provide a tremendous benefit to the public by implementing the spirit of its mission and the letter of the laws that it enforces and establish protective cleanup limits for San Diego Bay.
