HomeMy WebLinkAboutCC RESO 2005 - 172RESOLUTION 2005 — 172 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO EXECUTE THE AMENDED AND RESTATED JOINT EXERCISE OF POWERS AGREEMENT FOR HEARTLAND COMMUNICATIONS FACILITY AUTHORITY WHEREAS, National City has contracted with the Heartland Communications Facility Authority ("HCFA") for fire, rescue and emergency medical aid dispatch services since February 7, 1995; and WHEREAS, to ensure the continued delivery of these services at reasonable rates, the City became a member of HCFA effective July 1, 2003. The other agency members of HCFA are the Cities of El Cajon, Lemon Grove, Santee, Coronado, Imperial Beach and La Mesa, and the Fire Protection Districts of Alpine, East County, Lakeside, San Miguel and Bonita-Sunnyside; and WHEREAS, California Government Code Section 6500, et seq., permits the joint exercise of certain powers common to member agencies, such as the power to acquire sites, and construct, equip, staff, maintain, operate and lease public buildings and related facilities for the purpose of communications; and WHEREAS, the Joint Exercise of Powers Agreement for Heartland Communications Facility Authority empowers the member agencies to exercise these powers jointly by equipping, maintaining, operating and staffing a facility, and providing emergency call receiving and dispatching services to said members; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of National City that the Mayor is hereby authorized to execute the Joint Exercise of Powers Agreement for Heartland Communications Facility Authority which empowers the member agencies to exercise their powers jointly by equipping, maintaining, operating and staffing a facility, and providing emergency call receiving and dispatching services to said members.
