RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY
AUTHORIZING THE PURCHASE OF RESCUE AND EXTRICATION EQUIPMENT AND
TRAINING FOR THE NATIONAL CITY FIRE DEPARTMENT IN COLLABORATION
WITH THE LEMON GROVE FIRE DEPARTMENT FROM HOLMATRO AND L.N. CURTIS
IN THE AMOUNT OF $79,458 AS A 100% REIMBURSABLE GRANT PURCHASE
FROM THE CALIFORNIA OFFICE OF TRAFFIC SAFETY. GRANT PROGRAM
WHEREAS, the California Office of Traffic Safety (OTS) has announced that the
City of National City Fire Department (NCFD) and the City of Lemon Grove Fire Department
(LGFD) will be awarded $79,458 in grant funds, or 100% in new funding, for the purchase of
rescue and extrication equipment from Holmatro Rescue Equipment and L.N. Curtis Lifting Air
Bags; and
WHEREAS, with the rescue and extrication equipment, the NCFD and LGFD will
be able to deliver personnel and state -of -art rescue equipment to reduce the loss of life at all
vehicle collisions; and
WHEREAS, the City is required to allocate funds for the purchase of the
equipment on behalf of both parities in the amount of $59,424 for NCFD, and $17,727 for LGFD,
for which the City will request reimbursement from the Grant. In addition, NCFD was awarded
$750 for training, and LGFD was awarded training funds in the amount of $1,557; and
WHEREAS, time is of the essence to ensure that the equipment is purchased
prior to the grant deadlines of September 30, 2007, the grant funds must be used to order
and/or receive equipment and invoices prior to that deadline, to enable staff to claim
reimbursement out of the grant funding in a timely manner; and
WHEREAS, Section 2.60.220(D) of the National City Municipal Code authorizes
dispensing with the bidding procedure when the City Council determines that it is in the City's
best interest to do so, and research indicates that special circumstances exist to support this
purchase, and it is therefore recommended that the purchase be made without complying with
the competitive bidding procedure set forth in the Municipal Code.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
National City hereby finds that special circumstances exist within the meaning of Section
2.60.220(D) of the Municipal Code, and authorizes the utilization of $79,458 of City funds to
purchase rescue and extrication equipment for the National City Fire Department and Lemon
Grove Fire Department in the amount of $79,458 from Holmatro Rescue Equipment and L.N.
Curtis Lifting Air. Bags, and directs staff to request reimbursement for such expenditures from
the California Office of Traffic Safety Grant Program.
