HomeMy WebLinkAboutCC RESO 13,115RESOLUTION NO. 13,115 RESOLTJTION OF THE CITY COUNCIL OF THE CITY OF NATIONFIL CITY APPROVING THE APPLICATION FOR URBAN PARK & RECREATION RECOVERY ACT OF 1978, ICLNB LL PARK PROJECT (Phase III A) WHEREAS, the Congress under Public law 95-625 has authorized the establishment of a National Park & Recreation Recovery Act Program, providing funds to the State of California and its political subdivi- sion for acquiring lands and developing facilities for public outdoor recreation purposes; and GAS, the Heritage Conservation & Recreation Service is responsible for the administration of the program within the State, setting up necessary rules and procedures governing application by local agencies under the program; and MEREAS, gala adopted procedures established by the Heritage Conservation & Recreation Service require the applicant to certify by resolution the approval of applications and the avail- ability of local matching funds prior to submission of SaiA applications to the State; and Yam, Part V of said applications contains assurances that the applicant must comply with; and MEREAS, the proposal Kimball Park project is consistent with the California Outdoor Recreation Resources Plan; and IiHEBE S, the project must be co patible with the land use plans of those jurisdictions immediately surrounding the project; NOW, =BEFORE, BE IT RESOLVED that the City Council hereby: 1. Approves the filing of an application for Urban Park & Recreation Recover Act assistance; and 2. Certifies that rid agency understands the assurances in the application and certifies that it will comply with the reg- ulations, policies, guidelines, and requirements, including A-95 FMC 74-4 and FMC 74-7, and as they relate to the application. 3. Certifies that said agency has matching funds « its General Fund and General Revenue Sharing, and can finance 100 percent of the project, 70 percent of which will be federal funds; and 4. Certifies that the project is compatible with the land use plans of those jurisdictions inmediately surrounding the project; and 5. Appoints the Assistant City Manager as agent of the City to conduct all negotiations, execute and submit all doc- uments including but not limited to applications, agreements, amendments, billing statements, and so on which may be neoPssary for the completion of the aforementioned project.
