RESOLUTION APPROVING TENTATIVE MAP- CANYON PARK
TOWNHOMES, WEST SIDE EUCLID AVENUE BETWEEN 22ND
AND 24TH STREETS.
BE IT RESOLVED by the City Council of the City of
National City that the tentative map for Canyon Park Town -
homes be approved subject to the following conditions:
1. That the final map indicate all survey and
mathemd icalinformaf.ion, monuments, bearings, and distances
and ties to existing monuments used to establish the sub-
division boundaries.
2. A grading plan, including drainage facilities
and appurtenances, per Ordinance 803, Chapter 70, of the
Uniform Building Code, and all applicable sections of the
Land Use Code shall be approved by the City Engineer prior
to approval of the final map.
3. Street improvements will be required on the
Prospect Street and Euclid Avenue street frontages as shown
on the tentative map. Street improvement drawings indicat-
ing sidewalks, street lights, and driveways shall be approved
by the City Engineer prior to the approval of the final map.
4. Letters of permission, in detail as to the work
to bedone, shall be secured from adjoining property owners
for any work to be done off -site and copies of said letters
are to be filed with the City Engineer prior to the approval
of the final map.
5. A bond for delayed stak.ng shall be approved
prior to the approval of the final map.
6. An improvement agreement with suitable sec-
urity attached and with a timely completion date for the
public improvements shall be approved by the City Council and
shall be filed with the City Clerk prior to the approval of
the final map.
7. All utilities are to be undergrounded.
8. Street lights are to be provided by the devel-
oper from a design by the street light coordinator of the
gan Diego Gas and Electric Company.
9. A copy of the agreement to serve from the
Sweetwater Authority shall be on file with the City Clerk
prior to the approval of the final map.
10. A detailed soils engineering and engineering
geology report, prepared by a registered geologist, con-
taining recommended grading procedures and specifications
shall be submitted prior to the approval of the final map.
11. All soils work shall be done under the di-
rection of a soils engineer and geologist.
12. Sewer fees, to connect to the existing sewer
in Euclid Avenue, shall be determined by the Director of
Building and Housing and shall be paid at the time building
permits are issued.
13. Existing and proposed easements shall be
shown on the map.
14. Fees for interim school facilities in the
amount of $150.00 per bedroom in each unit shall be paid
at the time building permits are approved and issued, pur-
suant to National City Ordinance 1622, unless the CC&R's
as approved by the City Attorney of National City limit:
this candoinihium subdivision to adults only.
15. Park fees of $125.00 per unit shall be paid
at the time building permits are approved and issued.
16. Maximum slope grade within the project boundary
and for any off -site grading shall be 1-1/2;1.
17. Prior to the approval of the final map, a
landscape plan, prepared by a licensed landscape architect,
shall be approved by the City. All areas designated as
areas of useable open space shall be shown on the landscape
plan and shall be improved with landscaping, pedestrian wall-
ways and other facilities or structures which are limited
to recreational use for the permanent use and enjoyment of
all owners and/or residents of the development. Slope
banks, including those created in any off -site grading,
shall be stabilized with an approved combination of soil
binding ground cover, shrubs and trees. A permanent, under-
ground, automatic irrigation system shall be included in
the landscape plan.

18. Prior to the filing of the final map,the
following documents shall be filed with and approved by the
National City Planning Department:
a. Diagrammatic floor plans
b. Consent to record.
19. Maintenance of slopes, common areas and areas
of useable open space for this subdivision shall be the
responsibility of the Homeowner's Association and shall be pro-
vided for in the CC&R's.
20. Prior to the filing of the final map, a copy
of the Covenants, Conditions, and Restrictions shall be filed
with and approved by the City Attorney of National City.
21. The Covenants, Conditions, and Restrictions
shall:
a. Clearly specify a "level of Maintenance" to be
expected of all landscaped areas and suitable measures to
guarantee compliance therewith by the Homeowners' Association.
b. Provide that the City may enter the property
and perform necessary maintenance work and place a tax lien
on the property to cover the cost thereof.
c. Provide for the maintenance of and continued
unobstructed access to fire protection equipment and life
safety systems and appliances per City Ordinance 1591 and
Uniform FiLeCode Sections 13.206, 13.207, 13.208 (a) through
(e) and 13.302 (a) and (b) as required by the City of National
City Fire Department.
22. Water mains and fire hydrants shall be pro-
vided, capable of yielding a fire flow of no less than 2,500
G.P.M. for a duration of three (3) hours with no less than a
20 P.S.I. residual pressure. Hydrants shall be approved as to
number and location by the Fire Chief and installed prior to
building construction.
23. All conditions of approval of Planned Unit
Development Permit PUD-3-79 shall also become conditions of
approval for the tentative subdivision map.

24. All conditions of the entire' tentative map
must be satisfied before the final map for the proposed
condominium project, shown on Lot 4 of the tentative
subdivision map, can be approved.
