HomeMy WebLinkAboutCC RESO 13,169RESOLUTION NO. 13,169 RESOLUTION OF THE CITY OF NATIONAL CITY RECOGNIZING THE REGIONAL HOUSING ALLOCATION .FORMULA AND ADOPTING A NATIONAL CITY "FAIR SHARE" ALLOCATION WHEREAS, on November 18, 1974, the Comprehensive Planning Organization adopted a Regional Housing Allocation Formula for the period 1974 to 1980; and WHEREAS, the original formula relied upon the 1970 census and other information available at that time; and WHEREAS, the effective period of the original formula (1974-1980) is about to lapse; and WHEREAS, the member jurisdictions are submitting (revised) housing elements for approval by the State Depart- ment of Housing and Community Development; and WHEREAS, the housing element guidelines identify the need to be responsive to the housing needs of the region; and WHEREAS, the State Housing Guidelines require each jurisdiction to identify its "fair share" responsibility as part of its housing element; and WHEREAS, the Comprehensive Planning Organization has identified the lower income housing needs for the San Diego area based upon the 1974 census and other more current information; and WHEREAS, the Comprehensive Planning Organization has developed a housing allocation formula which recommends the "fair share" of lower income housing needs for each jurisdiction as part of the San Diego region's total income housing needs; and WHEREAS, the adoption of the Housing Allocation Formula would provide a step in a locally developed method of addressing lower income housing needs; NOW THEREFORE BE IT RESOLVED that the City of National City recognized the San Diego Region (1980-1985). Lower Income Housing Needs and Housing Allocation Formula; and BE IT FURTHER RESOLVED that National City adopts its "fair share" allocation of 1.3 percent and 381 units as part of the total lower income housing need (1980-19851 of the 37,681 units.
