HomeMy WebLinkAboutCC RESO 13,170RESOLUTION NO. 13,170 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA CONSENTING TO THE DELETION OF RAMPS TO TIDELANDS AVENUE FROM THE FREEWAY ROUTES I-5/54 INTERCHANGE CONSTRUCTION The City Council of the City of National City does hereby resolve as follows: WHEREAS, the City Council has recently reiterated its support of the construction of the Sweetwater River flood control channel and State Route 54 freeway; and WHEREAS, it continues to be the position of the City of National City that the construction of Tidelands Avenue and connecting ramps from that road to the I 5/54 interchange are in the City's interests; and WHEREAS, in recognition of the action of the Coastal Commission, in reviewing Chula Vista's "Bay Front plan" it is now apparent that construction of Tidelands Avenue and said connecting ramps are not feasible at the present time. - NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of National City does hereby consent to the deletion of ramps to Tidelands Avenue from the I-5/54 inter- change construction, permitting th.e freeway flood control project to proceed as rapidly as possible. BE IT FURTHER RESOLVED that such consent is subject to the following conditions: 1. That the I-5/54 interchange be redesigned and constructed to provide direct access to 24th Street from Route 54 and from 24th Street to Route 54 without entering the through -traffic lanes of I-5. 2. That CalTrans design and construct the I-5/54 interchange in a manner that will allow the addition of these deleted ramps in the future. 3. That the 24th Street/I-5 connection be reconstructed to accommodate item No.1 above and to meet the needs of a 20-year traffic projection study to be pre- pared b CalTrans for the National City/San Diego Unified Port District bay front industrial complex between National City Boulevard and the water front. This work to be accomplished at the same time as the Route 54 construction. 4 The inadequate box culvert under I-5 be enlarged to at least the capacity of our 24th Street culvert, IE quadruple 4'xl0'; 5. That repairs to the 24th Street "boat section" be made to adequately provide for subsurface drainage. .BE IT FURTHER RESOLVED that amended Freeway Agreements reflecting this consent and its reservations will be presented to and approved by this City Council before existing Freeway Agreements will be extinguished. AND FINALLY RESOLVED that the City Clerk of the City of National City be directed to send certified copies of the resolution to the California Department of Transport- ation (CalTrans), to the City of Chula Vista and to the San Diego Unified Port District.
