RESOLUTION COMMENDING GOOD CITIZENSHIP
WHEREAS, residential burglaries are one of the most frequent major
crimes in National City; and
WHEREAS, people of our community should not have to suffer criminal
intrusions into their homes and businesses; and
WHEREAS, an effective deterrent to residential burglaries are
concerned neighbors and citizens who quickly report suspicious or unusual
activities in their neighborhoods to police; and
WHEREAS, public recognition of such concerned neighbors who
willingly assist the police and therefore reduce the threat of residential burglaries
in their neighborhood, can only serve to persuade others to join in the fight against
crime.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of National City does honor and commend Pat LEDBETTER, Scott SEWELL and
Mark PEREZ for their actions of April 19, 1979, when they prevented a potential
residential burglary to a neighbor's house by swift and accurate notification of
the police and, later, assisted in the arrest of the burglary suspects. Their
individual actions were as follows:
1. Pat LEDBETTER, 15, responding to the sound of a strange vehicle
in his neighborhood, observed suspicious acting males ducking behind parked
cars whenever traffic passed by the area. He reported such to the police, then
maintained a position of observation to assist responding officers.
2. Scott SEWELL, 16, observed a police officer struggling with a
suspect and assisted the officer in subduing the suspect.
3. Mark PEREZ, 17, stood guard over three suspects with only a
large rock while officers subdued another suspect.
The actions of all three young men were instrumental in the prevention
of a residential burglary, the discovery of evidence and the arrest of the
burglary suspects.
PASSED AND ADOPTED this 1st day of May 1979.
