RESOLUTION APPROVING TENTATIVE SUBDIVISION
MAP ON PROPERTY LOCATED SOUTH OF 16TH STREET
AND WEST OF LANOITAN AVENUE
(Morning Breeze Subdivision)
BE IT RESOLVED by the City Council of the City
of National City that the tentative subdivision map for
property located south of 16th Street and West of Lanoitan
Avenue, be approved subject to the following conditions:
A. The final map shall indicate all survey and mathematical information,
monuments set and found, bearings and distances and ties to existing
monuments.
B. Subdivider shall acknowledge and agree to notify all buyers that the
city may require that the Cul-de-sac shall be red curbed and posted
"No Parking".
C. Relocation of the existing sewer and construction of future drainage
appurtenances will be accomplished prior to relocation of the existing
easement.
D. A grading plan will be required showing drainage, off -site grading
and a reasonable solution to slopes and surface drainage on the
westerly property line of the subdivision and shall be approved by
the City Engineer prior to approval of the final map.
E. Street dedication will be required and streets shall be improved
as follows:
The east -west street connecting Morning Breeze and Lanoitan Avenue:
50 foot right-of-way
40 foot paved (driven) way
4.5 foot sidewalk (measured from curb face)
Cul-de-sac:
45 foot right-of-way
40 foot curb line
4.5 foot sidewalk (measured from curb face)

F. A four -foot wide utility easement will be required along all street
frontage within the subdivision except 16th Street.
G. All utilities are to be underground in a trench behind the ajrb.
Provide underground cable for T. V.
H. Street lights are to be provided by the developer from a design ap-
proved by the street lighting coordinator of the San Diego Gas &
Electric Comapny and the City Engineer.
I. Sewer line improvements shall be made in accordance with the require-
ments of the City Engineer.
J. Site drainage shall be shown on a building plot plan and approved by
the City Engineer.
K. An existing 48" drain pipe at Lanoitan Avenue shall be extended to
connect the system to an existing drain pipe at 16th Street.
L. The final map for this subdivision shall not be approved until an
agreement between the developer and the city for the completion of
the public improvements required herein, with suitable security, has
been approved by the City Attorney and City Council.
M. A fire hydrant with a fire flow of no less than 1,000 GPM for a
duration of two hours and a residual pressure of no less than
20 p.s.i. shall be installed at the southwest corner of lot 14.
N. The developer shall pay all sewer connection fees, as determined by
the Director of Building and Housing, at the time building permits
are issued.
0. Park fees of $125.00 per dwelling unit shall be paid by the developer
at the time building permits are issued.
P. Maximum slope grades within the project boundary and for any off -site
slope work shall be 2 to 1.
Prior to approval of the final map, a slope landscape plan for all
slopes 3 feet high and over, prepared by a licensed landscape architect
shall be approved by the city. Slope banks shall be stabilized with
an approved combination of soil -binding ground cover, shrubs and trees.
A permanent underground irrigation system shall be included with the
landscape plan. L`
R. A street tree plan shall be submitted in conjunction with the slope
landscape plan. Street trees will be installed in accordance with
the approved street the plan.

S. A soils investigation report shall be submitted when building con-
struction plans and specifications are submitted for approval.
T. The developer shall enter into an agreement with the Sweetwater
Authority for the extension of required facilities for water service.
Evidence of the agreement shall be submitted to the City Engineer
prior to approval of the final map.
U. Dedication for public street purposes of the proposed street between
the easterly line of Morning Breeze Subdivision and Lanoitan Avenue
and evidence that said street will be improved to city standards
concurrent with the improvement of this subdivision shall be provided
prior to the approval of the final map.
V. Letters of permission and slope easements for any off -site grading or
slopes shall be provided by the applicant and accepted by the City
Engineer prior to the approval of the final map.
W. Access rights to 16th Street from lots 8, 9 and 10 shall be
relinquished.
X. Prior to the approval of the final map, a copy of the Covenants,
Conditions and Restrictions shal be filed with and approved by the
City Attorney of National City.
Y. The Covenants, Conditions and Restrictions shall:
1) Clearly specify a level of maintenance to be expected of all
required landscaped areas and suitable measures to guarantee
compliance therewith by the individual homeowners.
2) Provide that the city may enter the property and perform any
necessary maintenance work and place a tax lien on the property
to cover the costs thereof; or,
3) Recommend approval subject to conditions other than those specified
in the Planning Commission motion; or,
4) Deny; or,
5) Refer to staff for reconsideration of specific details (to be
specified in Planning Commission motion); or,
6) Continue to a future Planning Commission meeting (date to be
specified in Planning Comission motion).
