RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA AUTHORIZING A BALLOT PROPOSITION FOR CONSTRUCTION
OF SUBSIDIZED HOUSING FOR FAMILIES OF LOW AND MODERATE INCOME
WHEREAS, the City Council of the City of National City,
California, by Resolution No. 12,946 adopted December 19, 1978,
authorized the filing of the Fifth Year Community Development Block
Grant Program and related Housing Assistance Plan and Fourth Year
Performance Report with the U. S. Department of Housing & Urban Develop-
ment (HUD); and
WHEREAS, HUD approved said Program, Plan and. Report and related
Agreement with the contingency that:
"On or before sixty (60) days from the date of acceptance
of this Agreement, the City shall submit a plan with
specific timetables for placing a referendum pursuant to
Article XXXIV of the California Constitution on the
municipal ballot of Spring, 1980. Said plan shall also
include a program of City actions to be taken in support
of its passage."; and
WHEREAS, authorization for 50 such new rental housing units for
families within National City would satisfy said condition, are needed
within National City and would be consistent with said Program and Plan;
and
WHEREAS, the County of San Diego, in the Sixth Year Community
Development Block Grant Program, may be able to finance the acquisition
of sites for such housing in National City through the County's Block
Grant funds for said purpose and such program in National City is
contingent upon such funds being provided by the County of San Diego;
NOW, THEREFORE, BE IT RESOLVED that it is the policy of the
City Council of the City of National City to cause to be produced within
National City, preferably by private developers, fifty units of assisted
family rental housing, preferably on scattered sites and in clusters or
small groups of units, utilizing County of San Diego Community Development
Block Grant Funds for the acquisition of such sites and related expenses;
and
BE IT FURTHER RESOLVED that the Executive Director of the
Community Development Commission and the City and Community Development
Commission Attorney are authorized and directed to prepare specific
timetables for placing a referendum pursuant to Article XXXIV of the
California Constitution on the municipal ballot not later than Spring,
1980; and
BE IT FINALLY RESOLVED that the Community Development Commission's
Executive Director and Attorney are instructed to prepare a written
program of City actions to be taken in support of passage of said
proposition.
