HomeMy WebLinkAboutCC RESO 13,081RESOLUTION NO. 13,081 RESOLUTION APPROVING TENTATIVE SUBDIVISION MAP (REVISED) AT THE SOUTHWEST CORNER OF 26TH STREET AND "J" AVENUE (2604-2610 "J" AVENUE). (Ruben N. Frutos) BE IT RESOLVED by the City Council of the City of National City that the tentative subdivision map (revised) at the southwest corner of 26th Street and "J" Avenue (2604-2610 "J" Avenue), (Ruben N. Frutos), be approved subject to the following conditions: A. The final map shall indicate all survey and mathematical information, monuments, bearings and distances and ties to existing monuments. B. A grading plan, including drainage, drainage facilities and appurtenances, showing off- street improvements, house locations, adherence to Section 70, Uniform Building Code, and the National City Land Use Code, shall be approved prior to approval of the final map. C. Street improvement drawings shall be approved prior to the approval of the final map. Improve- ment drawings shall include street sections, curbs sidewalks, drainage, water, sewers, lighting and appurtenances thereto. D. Street improvements and dedications shall be required as follows: 26th Street 60 foot right-of-way 46 foot driven way on curb line 7 foot parkway 5 foot sidewalk measured from curb face 6" Type "G" curb 2" A.C. on 6" agg. base "A" Street 52 foot right-of-way 40 foot driven way on curb line 6 foot parkway 5 foot sidewalk measured from curb face 6" Type "G" curb 2" A.C. on 6" agg.base 4' utility easement contiguous to right-of-way Cul-de-Sac 41 foot radius on property line 35 foot radius on curb line Cul de Sac (continued) 6' parkway 5' sidewalk measured from curb face 6" Type "G" curb 2" A.C. on agg. base 4' utility easement contiguous to property line E. A bond for delayed staking shall be approved prior to the approval of the final map. F. The final map shall not be approved until an agreement between the developers and the City for the completion of the required public improvements, with security attached, has been approved by the City Attorney. G. All utilities shall be underground. H. Street lights are to be provided by the developer from a design by the street light coordinator of the San Diego Gas and Electric Company. I. Water service is to be provided by the Sweetwater Authority. A copy of the agreement to serve shall be filed with the City prior to the approval of the final map. J. All soils work to be done under the supervision of a soils engineer. K. Sewer fees shall be paid by the developers as determined by the Director of Building and Housing at the time any building permits are issues. L. Park fees in the amount of $125.00 per dwelling unit shall be paid by the developers at the time any building permits are issued. M. All slopes within the project boundary shall be a maximum of 2:1. N. Prior to the approval of the final map, a slope landscape plan shall be approved by the City. Slope banks 3' in vertical height and higher shall be stabilized with an approved combination of soil -binding ground cover, shrubs and trees. A permanent underground irrigation system with individual controls for each lot shall be included in thelandscape plan 0. Prior to the approval of the final map, a street tree plan shall be approved by the City. Street trees shall be installed by the developers in accordance with the approved street tree plan. Q. Prior to the approval of the final map, a copy of the Covenants, Conditions and Restrictions shall be filed with and approved by the City Attorney of National City. The Covenants, Conditions and Restrictions shall: 1) Clearly specify a level of maintenance to be expected of all required landscaped areas and suitable measures to guarantee compliance therewith by the individual homeowners. 2) Provide that the City may enter the property and perform any necessary maintenance work and place a tax lien on the property to cover the costs thereof. R. Cul-de-sac shall be red -curbed and posted as no parking. S. All proposed easements and easements of record shall be shown on the final map. T. A wall of fence, in compliance with Chapter 18.50 of the Land Use Code, shall be erected along the southerly boundary of the proposed subdivision. U. A fire hydrant, to be located on the southwest corner of 26th and "A" Streets as shown on the revised tentative map, shall be indicated on the required street improvement drawings propr to approval of the final map. V. A note on the map and on its title page shall stipulate the permanent reservation of four (4) private off-street parking areas for each lot, P. in the form of a two -car garage and two spaces in front of the garage.
