RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL
CITY, CALIFORNIA SETTING FORTH ITS POLICY IN CONNECTION
WITH THE COUNTY OF SAN DIEGO BOARD OF SUPERVISORS
THIRTEEN CONDITIONS RELATED TO ACCEPTANCE BY THE BOARD
OF SUPERVISORS OF THE PROPOSAL FOR THE DEVELOPMENT OF
THE PLAZA BONITA REGIONAL SHOPPING CENTER, NATIONAL CITY,
CALIFORNIA
WHEREAS, the Board of Supervisors of San Diego County, on
November 29, 1977, accepted the proposal for the Plaza Bonita Regional
Shopping Center as depicted on the Development Plan by Rick Engineering
Company, San Diego, California, dated November 28, 1977, subject to
thirteen conditions and referred said proposal to the County's Community
Services Agency Advisory Board for its review and report to the Board
of Supervisors; and
WHEREAS, the County Board of Supervisors, at its meeting held
January 17, 1978 reaffirmed its earlier action of November 29, 1977
as to referral to the County's Advisory Board and as to the thirteen
conditions of acceptance as earlier proposed by Supervisor Hamilton
on November 29, 1977; and
WHEREAS, County officials met with City of National City
officials on January 12, 1978 on the meaning of each of said thirteen
conditions, further refined and defined said conditions and reviewed
progress on the fulfillment of each of said conditions; and
WHEREAS, it is in the interest of the City of National City
and its Parking Authority, at this time, to establish their policy in
connection with each of said thirteen conditions of the County Board
of Supervisors;
NOW, THEREFORE, BE IT RESOLVED as follows:
(1) The City of National City and its Parking Authority will
submit the Plaza Bonita Development Plan to the County's Community
Services Agency Advisory Board for its review and report to the County
Board of Supervisors at the earliest feasible date; and
(2) The thirteen conditions of the County Board of Supervisors
acceptance of the proposal for the Plaza Bonita Development Plan are
understood to include and have the meanings set forth below:
1. "Provide revised EIR". Provide the original EIR
and the supplemental EIR to County officials and to the County's
Community Services Agency Advisory Board.
2. "Provide grading and planting plan for the shopping
center". Provide 1" = 100' plan of grading and 1" = 100' plan of
landscaping.
3. "Provide proper treatment of Bonita Mesa Road to
include the following:
a. Acceptable alignment, profile (center line),
cross section and intersection design.
b. Trail's continuity as per park master plan.
c. Signalization as needed.
d. Grading and encroachment permits.

The reference to Bonita Mesa Road is to the
proposed Bonita Center Road as shown on the Development Plan, Exhibit
A hereof which exhibit is by reference incorporated herein and made
a part hereof.
4. "Dedication of the offered park lands". Reference
is to parcel 3 (15.8 acres) shown on the Development Plan.
5. "Dedication of offered open space easement including
conditions for permissable uses therein". Reference is to 20.3 acre
area shown on said Development Plan.
6. "Provide adequate access road to proposed equestrian
staging area as per park plan". Reference is to a proposed equestrian
staging area to be designed and constructed by County northerly and
easterly of the intersection of Bonita Center Road and Bonita Road as
shown on said Development Plan.
7. "Channel side slopes are to be no steeper than 2.5
feet horizontal to 1 foot vertical (2.5:1)".
8. "Provide bank protection when velocities exceed
5 feet per second".
9. "Provide channel conditions that will eliminate
backwater effects upstream from project or indemnify the County for any
effects of the backwater". The design will eliminate any adverse
backwater effects and the County will therefor not require any
indemnification.
10. "Provide grassed bottom for channel". Meadow grass
is proposed.
11. "Provide Spring Valley sewer trunk line protection".
12. "No work be performed that would increase the cost of
the Sweetwater River Flood Control Project".
13. "Provide maintenance of the channel". This means
the City of National City shall maintain the channel within the City
limit line of National City but not maintain the channel in the County
outside the City limit line.
BE IT FURTHER RESOLVED that the City of National City will
grant fee title to parcel 3 (15.8 Acres +) shown on said Development
Plan to the County for public park purposes and for drainage purposes
and will grant an easement in perpetuity to the County for public open
space or public park purposes and for drainage purposes within the
drainage channel portion that 20.3 acres shown on said Development Plan
and that the City of National City will be bound to the hereinabove
recited thirteen conditions providing the County of San Diego dedicates
the required right of way for Bonita Center Road and for the proposed
equestrian undercrossing and grants to the City of National City needed
permits and engages in all other acts required to consummate the Project.
BE IT FINALLY RESOLVED that a certified copy of this Resolution
shall be transmitted with the Development Plan for the Project to the
County's Community Services Agency Advisory Board and to the County Board
of Supervisors.
