HomeMy WebLinkAboutCC RESO 12,683RESOLUTION NO. 12,683 RESOLUTION APPROVING TENTATIVE SUBDIVISION MAP ON PROPERTY LOCATED AT 24TH STREET WEST OF I-805 (Las Palmas Park Villas) BE IT RESOLVED by the City Council of the City of National City that the tentative subdivision map for property located at 24th Street west of I-805 (Las Palmas Park Villas), be approved subject to the following con- ditions: 1. Final map shall indicate all survey and mathematical information, monuments, bear- ings and distances, and ties to existing monuments . 2. A grading plan, including drainage, drainage facilities and appurtenances, showing off- street improvements, shall be approved by the City Engineer prior to approval of the final map. 3. Street improvement drawings shall be approved prior to approval of the final map. These drawings shall include local drainage, water, sewers, lighting, and all appurtenances thereto. 4. Street improvements and dedications will be required as follows: 24th Street 30 foot wide (1/2 street) right-of-way 36 foot wide permanently paved roadway 5 foot wide sidewalk (measured from face of curb to back of walk) 5 foot parkway Cul-de-sac 45 foot on right-of-way line 39 foot on the curb line Newell Street Sidewalk - as specified by the City Engineer. No other streets shall be dedicated. 5. Letters of permission, in detail as to the work to be done, shall be secured from private owners, for cut or fill slopes or drains to be done off -site. Copies of these letters are to be filed with the City. 6. The drainage and man-made slopes in the park, and adjacent undeveloped land shall be shown in detail on the grading plan. 7. A cooperative agreement with the City in regards to drainage, off -site sewers, irri- gation and planting of off -site fill slopers, and fill slopes maintenance and structural stability is to be recorded prior to acceptance _of the final map. 8. The location of lot lines in relation to the slopes shall be determined prior to approval of the grading plan and prior to the approval of the structure location plans. 9. A bond for delayed staking shall be approved prior to acceptance of the final map. 10. The final map for this subdivision shall not be approved until an agreement between the developer and the City for the timely com- pletion of the public improvements required herein, with suitable security attached, has been accepted by the City Council. 11. All utilities are to be underground. 12. Street lights are to be provided by the owner from design by the street lighting coordinator of the San Diego Gas & Electric Company. 13. Water service is to be provided by the Sweetwater Authority. A copy of the agree- ment to serve shall be filed with the City. The final map shall show portions of existing water mains and easements to be abandoned and dedicated per Sweetwater Authority letter dated January 30, 1978. 14. All soils work shall be done under the direction of a soils engineer. 15. All slopes shall be 2:1. 16. All owners of record, and of easements that can ripen into a fee shall be indicated or referenced on the final map. 17. All easements of record are to be indicated on the final map along with the proposed easements for dedication (sewer, water, electric, telephone, T.V., drainage, pedestrian, slope, ingress -egress, et al.). 18. That sewer fees be paid as determined by the Director of Building & Housing at the time building permits are issued. 19. That a planned unit development permit is required for site development. 20. Prior to approval of the final map, a land- scape plan prepared by a qualified landscape architect shall be approved by the City. Slope banks shall be stabilized with an approved combination of soilbinding ground cover, shrubs and trees. A permanent under- ground automatic irrigation system or systems shall be included in the landscape plan. 21. Maintenance of slopes within this subdivision shall be the responsibility of the homeowners' association and shall be provided for in the C.C. & R's. The C.C. & R's shall: a) Clearly specify a "level of maintenance" to be expected of all landscaped areas and suitable measures to guarantee com- pliance therewith by the homeowners' association. b) Provide that the City may enter the property and perform necessary meintenance work, and place a tax lien on the property to cover the costs thereof. 22. Prior to approval of the final map, a copy of the C.C. & R's shall be filed with and approved by the City Attorney of National City. 23. Prior to the approval of the final map, the following documents shall have been filed with and approved by the National City Planning Department: a) Diagrammatic floor plans b) Consent to Record 24. A suitable geologic investigation shall be made to determine the location of the inferred fault line. The time of the in- vestigation shall be determined by the City Engineer. 25. The residential density shall be consistent with zoning regulations unless provisions for deviation are made in conjunction with the Planned Unit Development Permit.
