HomeMy WebLinkAboutCC RESO 12,717RESOLUTION NO. 12,717 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY SUPPORTING LEGISLATION TO LIMIT THE REQUIREMENTS FOR LEGAL PUBLICATION OF ORDINANCES WHEREAS, the Southern California City Clerks' Association actively supported legislation to reduce the exorbitant costs of legal publications pertaining to basic wage rates, and WHEREAS, the California State Legislature enacted legislation this past year which eliminates the requirement for publication of basic wage rates, and WHEREAS, cities are still faced with excessive legal publication costs due to requirements by statute or charter (G.C. 50021) that ordinances must be published in a newspaper of general circulation, and in full, and WHEREAS, many cities are presently, or may be, faced with drastic curtailment of monies in their General Fund due to proposed limitations on these funds, and WHEREAS, readership of legal publications, generally delegated to classified sections of newspapers, is notably lacking, and WHEREAS, the Southern California City Clerks' Association feel that the best interests of both the public and their cities would be served by limiting the publication of ordinances to number, title, a brief synopsis of content and a statement that a full copy of the ordinance is available in the office of the City Clerk. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of National City support the efforts of the Southern California City Clerks' Association to have legis- lation adopted which would limit the requirements for legal publication of ordinances to the manner proposed and which would save many dollars of the taxpayers' funds and permit them to be used in a manner which would provide more benefit to their cities. BE IT FURTHER RESOLVED that the City Clerk is hereby directed to send copies of this Resolution to our representatives in the California State Legislature and to the other general law cities within San Diego County.
