HomeMy WebLinkAboutCC RESO 12,923RESOLUTION NO. 12,923 A RESOLUTION OF THE CITY OF NATIONAL CITY REGARDING THE LOCATION OF THE SOUTHERN CALIFORNIA URBAN RESOURCE RECOVERY PLANT WHEREAS, the County of San Diego is responsible for administration of the San Diego Regional Solid Waste Management Plan, and WHEREAS, the County of San Diego is considering the feasibility of constructing a solid waste resource recovery plant in the San Diego metropolitan area to augment the need for additional land fills in the region, and WHEREAS, a Southern California Urban Resource Recovery (SCURR) Plant Committee has been formed for the purpose of implementing resource recovery plans, including selection of a suitable plant site, and WHEREAS, the City of National City has be-n represented on the SCURR Committee, and WHEREAS, two of the three recovery plant sites currently under consideration are located in National City, .nd WHEREAS, officials of the City have studi-d and per- sonally toured recovery operations. NOW, THEREFORE, BE IT RESOLVED as follows: Section 1. The City Council hereby supports and concurs with the concept of resource recovery as a desirable alternative to landfilling in the San Diego Region. Section 2. The City Council hereby concurs in concept with the location of such a plant in the City limits of National City subject to the following conditions, which conditions must be met prior to any final approvals as to plant location: a. The completion of Route 252 as an expressway or freeway between 1-805 and Harbor Drive. b. The completion of Route 54 includes its inter- change with I-5. c. The City of National City's ability to ap- prove refuse truck haul routes, to regulate trucks using the routes and to change the routes as may be necessary from time to time. d. Construction of a plant site to meet all City zoning regulations. e. Harbor Drive will remain open. f. City retains right to approve the aesthetic treatment of the plant, i.e., landscaping, walls, signs, etc. g. Solid waste deposits at the site will not re- main for more than twenty-four hours. h. All plant machinery, equipment and solid waste will be enclosed by the building structure and fully screened from public view. No exterior storage will be permitted. i. No dust or noxious odors will be emitted by the plant upon its operation. j. EIR hearings will be conducted in the City by County staff. The National City City Council reserves the right to approve or disapprove the EIR. k. A full scale public relations effort will be conducted by the County to educate the public (particularly National City residents) regard- ing the plant's functions, benefits, purpose, etc. 1. The City will retain the right to collect a fee based on tonnage or other appropriate unit of measurement to be used in the maintenance, improve- ment or repair of City streets designated as haul routes and utilized by other jurisdictions. m. A joint powers agreement will be developed which will include the City of National City. The Joint Powers Authority will provide the City of National City with control over environmental concerns, noise levels, traffic, plant abandonment or alterations. ATTEST: n. National City will receive "in lieu" taxes for the property on which the plant is located. o. The City hereby expresses a preliminary preference for plant site location identified as No. 2.
