RESOLUTION NO. 12,943
A RESOLUTION OF THE CITY OF NATIONAL CITY AUTHORIZING
THE COUNTY OF SAN DIEGO TO APPLY FOR FUNDING AND TO
RECEIVE AND UTILIZE MONIES, AND TO IMPLEMENT A SINGLE,
COORDINATED COUNTYWIDE LITTER CLEANUP AND ENFORCEMENT
PROGRAM UNDER PROVISIONS OF CHAPTER 1 OF TITLE 7.8 OF
THE GOVERNMENT CODE
WHEREAS, Senate Bill 650, the Litter Control,
Recycling and Resource Recovery Act of 1977, Government
Code Sections 68000 et seq., became operative on January
1, 1978 and was subsequently amended by Senate Bill 651,
and
WHEREAS, said legislation provides for the
disbursement of certain grant monies to the cities in San
Diego County and to the County of San Diego on the basis
of population and road mileage, and
WHEREAS, the amount of grant monies to be
disbursed is determined by the State Solid Waste Management
Board, and
WHEREAS, the monies are allotted specifically
for litter cleanup and enforcement under Sections 68043
and 68049 of the Government Code, and the State Solid
Waste Management Board is desirous of providing a coordinated,
well -managed effort and has developed guidelines and
criteria for application of grant monies, and
WHEREAS, the County of San Diego is the designated
Solid Waste Management Agency for San Diego County and
was responsible for preparing the approved S-an Diego County
Solid Waster Management Plan which contains a litter
management element;-
NOW, THEREFORE, BE IT RESOLVED, that the City
of National City hereby grants the County of San Diego
authority to develop a grant application and execute a
grant contract under the provisions of Title 7.8 of the
Government Code, Chapter 1, to receive, utilize and
disburse monies as appropriate to carry out a single,
coordinated, countrywide litter cleanup and enforcement
program.
BE IT FURTHER RESOLVED, that the County receives
and disperses National City's $6,426 SB '650 monies as follows:
1. $4,971 for the contracting with a National
City community organization or organizations
for two (fall and spring) cleanup days;
2. $600 for the purchase of two power blowers
to assist in the cleanup of public thorough-
fares and recreational lands in National City,
and
3. $855 for the services of a County Compliance
Officer to provide a public relations campaign,
sight infractions and contact businesses
concerning their responsibility to the
community for litter control, and
BE IT FURTHER RESOLVED, that the City of National
City direct the Assistant to the City Manager, Ronald L.
Ballard, to apply for Litter Receptacles funds under Section
68050 of the Litter Control, Recycling and Resource Recovery
Act of 1977.
