HomeMy WebLinkAboutCC RESO 12,774RESOLUTION NO. 12,774 RESOLUTION GRANTING A PLANNED DEVELOPMENT PERMIT PURSUANT TO ORDINANCE 1077 (No. PD-108 to allow development of a 50-unit condominium project at 940 Palm Avenue - Frederick Meyer) The City Council of the City of National City, California does hereby find, determine, order and resolve as follows: 1. At a regular meeting of the City Planning Commission on May 8, 1978, said Commission unanimously adopted a recommendation that the owner of the real property at 940 Palm Avenue and more fully described in Exhibit "A" attached hereto and made a part hereof as though set forth in full, be granted a Planned Development permit upon the conditions submitted to the Council. 2. That the City Council has received the rec- ommendation of the Planning Commission, and after full and complete consideration of said recommendation hereby grants a Planned Development Permit to allow the development of a 50-unit condominium project at 940 Palm Avenue, subject to the following conditions: a. Before this planned development permit shall become effective, a subdivision map, prepared in accordance with the Subdivision Map Act and local ordinance, shall be approved by the City and recorded with the County Assessor. b. Development shall be in accordance with submitted plans except as otherwise noted herein. c. Site drainage shall be provided at not less than one percent (1%). d. Drive approach from Palm Avenue shall incorporate a transition at the entrance to Palm Avenue in accordance with the provisions of Section 18.58.470 of the Land Use Code. (1) Maximum ramp slope shall not exceed fifteen percent (15%). (2) If grade is twelve (12) percent or more, drive shall be surfaced with a minimum of 4 inch thick portland cement concrete. e. Development plans submitted for issuance of a building permit shall be subject to Chapter 18.128 National City Land Use Code (Site Plan Review). f. Landscape and irrigation plan for the entire project shall be prepared by a qualified landscape architect. (1) Irrigation system shall be provided with automatic controls. (2) Existing slope along Palm Avenue frontage shall be landscaped. g. Building permits shall be obtained within a period of time not to exceed one (1) year from effective date of this planned development permit. h. Sidewalks (public) shall be installed along Palm Avenue frontage of this property. i. All buildings within this complex shall be clearly and logically marked with an address to insure prompt location by emergency vehicles. j. The required fire flow for the subject complex shall be no less than 2,000 GPM. k. No less than one fire hydrant with (1) 2-1/2" and (1) 4" outlet will be provided on site. 1. Satisfying the required fire flow will determine the necessity of additional fire hydrants on site. m. The requirement systems will be plan check of a drawings. n. Fire extinguisher requirements will be indicated at time of plan check for building permit. o. Adequate turnaround for fire appa- ratus shall be provided at south end of project (fire apparatus is 8 feet wide and will not be able to negotiate through the 7.5 ease- ment road that now exists). This permit shall apply only to a "condominium" project which has been approved and recorded as a subdivision. The sale of this project and the C.C. & R's shall be designed to discourage "speculative" investments and owner- ships. r. Garage doors shall be added to carports.
