RESOLUTION REJECTING ANY SHARE OF STATE SURPLUS
PURSUANT TO SENATE BILL 154
WHEREAS, the people of California adopted
Proposition 13 limiting the level of real property
taxation in National City, and
WHEREAS, the clear intent of the people is
to limit government spending and to encourage a reduc-
tion in the level of government and its cost, and
WHEREAS, the principle of Home Rule is fore-
most in the minds of the people of National City, and
WHEREAS, the City Council of National City
is the legislative body best able to determine the
needs of National City, and provide therefor, and
WHEREAS, the people of National City desire
to govern their City free from the dictates of State
government;
NOW, THEREFORE, BE IT RESOLVED THAT:
The City Council finds and determines that
the provisions ofSenateBill 154, by which the State
surplus is to,be distributed to others, is detrimental
to the interests of National City and its people because:
1. The bill shifts major local decisions from
the local to the State level;
2 The bill encourages increased local spend-
ing to qualify for a share of the State
surplus in clear violation of the mandate
of the people as expressed in the adoption
of Proposition 13;
3. The bill violates basic principle of Home
Rule by regulating such local issues as
employee salary levels, local governmental
service levels, local governmental manning
levels, the amount and use of local reserve
funds;

4. By advocating use of local reserve funds,
the bill contributes to inflation;
5. By advocating use of local reserve funds,
the bill violates principles of prudent
fiscal planning;-
6. The bill ignores the fact that the State
surplus belongs to the local taxpayers and
should be returned to them for uses deter-
mined by them, through their local govern-
ment;
BE IT FURTHER RESOLVED that the City of National
City will not accept any share of the State surplus dis-
tributed pursuant to the terms of Senate Bill 154 as that
bill is currently constituted.
BE IT FURTHER RESOLVED that the City Clerk is
directed to transmit copies of this Resolution to the
City's representatives in the State Legislature, as well
as to the Governor of California.
