RESOLUTION ADOPTING CITY POLICY POSITION
REGARDING THE DRAFT MASTER PLAN FOR
SAN DIEGO NAVAL STATION
WHEREAS, the Comprehensive Planning Organization
will review the Draft Master Plan for the San Diego Naval
Station, and
WHEREAS, the proposed Master Plan will have
significant impacts on the City of National City, and
WHEREAS, the City Council wants to formally impress
its policy position regarding the contents of the Draft Master
Plan;
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of National City hereby adopts the following State-
ment of Policy regarding the Draft Master Plan for the San
Diego Naval Station:
1. The City strongly opposes closing Harbor Drive.
2. The City insists upon reconstruction of freeway
off -ramps and connector streets from northbound I-5 to the new
main gate at Main Street and at Vesta Street. The City also
requests the reconstruction of the Main Street intersection
and the installation of traffic signals at southbound I-5
off -ramp.
3. The City strongly supports preservation and
enhancement of the planned and adopted "Bay Route Bikeway"
along Harbor Drive alignment.
4. The City cautions the Navy that National City
has not yet made zoning commitments for a waste recovery plant
at 8th Street near Harbor Drive, as suggested in the Plan.
5. The City urges continued emphasis on landscaping
and improvement of visual quality, especially along freeways
and thoroughfares.
6. The City encourages more job, oriented land uses
and less "dead storage" within National City boundaries.
7. The City urges increased facilities for recrea-
tional facilities on the Base to relieve conditions in the "8th
and National" commercial district (saturated area).
8. The Navy must consider National City's needs
for a rapid transit station site on 8th Street adjacent to
S.D. & A.E. tracks.
9. The City seeks Navy support for recreational
development at Paradise Marsh.
10. The City supports "Alternative B" (page Ell)
to the Harbor Drive closure alternative.
11. The City requests that the Navy elaborate on
design of "new Division Street gate." (Alternative B)
12. The City requests that the Navy publish detailed
traffic circulation analysis of Harbor Drive and peripheral
streets, based upon current and forecast traffic loads, to
detail impact upon city streets.
13. The plan should specify and elaborate on any
intention to expand the Naval Station beyond its present
boundaries (page Ex5).
