RESOLUTION APPROVING TENTATIVE SUBDIVISION MAP
ON PROPERTY LOCATED AT 709-715 "R" AVENUE
(L. B. Nelson's Village Four)
BE IT RESOLVED vy the City Council of the City
of National City that the tentative subdivision map for
property located at 709-715 "R" Avenue (L. B. Nelson's
Village Four), be approved subject to the following con-
ditions:
1. A grading plan will be required showing
drainage and facilities, any off -site grad-
ing, and be approved by the City Engineer
prior to approval of the final map.
2. Any proposed street vacations are to be
accomplished prior to approval of the final
map.
3. Street improvements will be required as follows:
"R" Avenue:
40' curb to curb
5.5' sidewalk (measured from face of curb)
2" asphalt on 6" of aggregate base (grade
and pave full structural section from gutter
lip to centerline of 40' section).
7th Street
40' curb to curb
5.5' sidewalk (measured from face to curb)
2" asphalt on 6" of aggregate base (grade and pave
full structural section from gutter lip to
centerline of 40' section).
4. Install ramp for handicapped in Northeast East
curb return of 7th Street and "R" Avenue.
5. Design drainage to deposit runoff water at
the gutter line. Runoff water will not be allowed
to cross sidewalks.
6. Underground all utilities in a trench behind
the curb. Provide cable for T.V.
7. Street lights are to be provided by the owner
from a design approved by the street light
coordinator of the San Diego Gas & Electric
Company and the City Engineer.
8. Site drainage shall be shown on a building
plot plan and approved by the City Engineer.
9. Location and capacity of fire hydrants shall
be secured from the Fire Department and indicated
on the improvement drawings.
10. A soils investigation report shall be prepared
by a soils engineer and presented with the grading
plan and the building construction plans.

13. The subdivider and/or developer shall pay such
fees that are established by ordinance to pay
the cost of processing, checking, and inspection
of the maps and forms, drawings and specifica-
tions, and inspection of the construction
relating to the proposed subdivision improvements.
14. That sewer fees be paid as determined by the
Director of Building and Housing at the time
building permits are issued.
15. Maintenance of landscaping within this sub-
division shall be the responsibility of the
homeowners' association and shall be provided
for in the CC&R's. The CC&R's shall:
a. Clearly specify a "Level of maintenance"
to be expected of all landscaped areas
and suitable measures to guarantee com-
pliance therewith by the homeowners'
association.

b. Provide that the City may enter the property
and perform necessary maintenance work, and
place a tax lien on the property to cover
the costs thereof.
16. Prior to approval of the final map, a copy of
the CC&R's shall be filed with and approved by
the City Attorney of National City.
17. Prior to the approval of the final map, the
following documents shallhave been filed and
approved by the National City Planning Department:
a. Diagrammatic floor plans
b. Consent to Record
18. Conditions of approval of Planned Development
Permit No. 106 as set forth in National City
Planning Commission Resolution No. 22-78 attached
and made part hereof, by reference, shall also
apply to this subdivision map.
19. That fees for interim school facilities in the
amount of $150.00 per bedroom in each unit shall
be paid at the time building permits are approved
and issued, pursuant to National City Ordinance
No. 1622, unless the CC&R's as approved by the
City Attorney of National City limit this con-
dominium subdivision to adults only.
20. All slopes shall be 2:1.
21. All slope banks, 3' in vertical height or greater,
shall be stabilized with an approved combination
of soil binding ground cover, shrubs and trees
and irrigated with a permanent underground auto-
matic irrigation system.
