RESOLUTION APPROVING TENTATIVE SUBDIVISION MAP
ON PROPERTY LOCATED BETWEEN 3110 AND 3140 SWEETWATER ROAD
(The Bonita Affair)
BE IT RESOLVED by the City Council of the City
of National City that the tentative subdivision map for
property located between 3110 and 3140 Sweetwater Road,
be approved subject to the following conditions:
1. Final map shall indicate all survey and
mathematical information, monuments, bear-
ings and distances, and ties to existing
monuments.
2. A grading plan, including drainage, drainage
facilities and appurtenances showing off-
street improvements shall be approved by
the City Engineer prior to approval of the
final map.
3. Street improvement drawings shall be approved
prior to approval of the final map. These
drawings shall include local drainage, water,
sewers, lighting, and all appurtenances thereto.
4. Street improvements and dedications for
Sweetwater Road will be required as follows:
100 foot right-of-way
10 foot parkway
5.5 foot sidewalks
3" A.C. on 9" AGG
80 foot driven way on curb line
No other streets shall be dedicated.
5. Letters of permission, in detail as to the
work to be done, shall be secured from private
owners, for cut or fill slopes or drains to be
done off -site. Copies of these letters are
to be filed with the City.
6. The drainage and man-made slopes in the park,
and adjacent undeveloped land shall be shown
in detail on the grading plan.
7. A bond for delayed staking shall be approved
prior to acceptance of the final map.
8. The final map for this subdivision shall not
be approved until an agreement between the
developer and the City for the timely comple-
tion of the public improvements required herein,
with suitable security attached, has been
accepted by the City Council.
9. All utilities are to be undergrounded.
10. Street lights are to be provided by the owner
from design by the street light coordinator
of the San Diego Gas & Electric Company.
11. Water service is to be provided by the Sweet-
water Authority. A copy of the agreement to
serve shall be filed with the City. The Final
Map shall show portions of existing water
mains and easements to be abandoned and dedi-
cated per Sweetwater Water Authority letter
dated January 30, 1978.
12. All soils work shall be done under the direction
of a soils engineer.
13. All slopes shall be 2:1.
14. All owners of record, and of easements that
can ripen into a fee shall be indicated or
referenced on the final map.
15. All easements of record are to be indicated
on the final map along with the proposed
easements for dedication (sewer, water, elec-
tric, telephone, T.V., drainage, pedestrian,
slope, ingress -egress, et al).
16. That sewer fees be paid as determined by
the Director of Building & Housing at the
time building permits are issued.
17. That a planned unit development permit is
required for site development.
18. Prior to approval of the final map, a land-
scape plan prepared by a qualified landscape
architect shall be approved by the City.
Slope banks shall be stabilized with an
approved combination of soil -binding ground
cover, shrubs and trees. A permanent under-
ground automatic irrigation system or systems
shall be included in the landscape plan.
19 Maintnenance of slopes within this subdivision
shall be the responsibility of the homeowners'
association and shall be provided for in the
C.C. & R's. The C.C. & R's shall:
a) Clearly specify a "level of maintenance"
to be expected of all landscaped areas
and suitable measures to guarantee compliance
therewith by the homeowners' association.
b) Provide that the City may enter the
property and perform necessary maintenance
work, and place a tax lien on the property
to cover the costs thereof.
20. Prior to approval of the final map, a copy
of the C.C. & R's shall be filed with and
approved by the City Attorney of National
City.
21. Prior to the approval of the final map, the
following documents shall have been filed
with and approved by the National City
Planning Department:
a) Diagrammatic floor plans
b) Consent to Record
22. The residential density shall be consistent
with zoning regulations unless provisions for
deviation are made in conjunction with the
Planned Unit Development Permit.
