RESOLUTION GRANTING A PLANNED DEVELOPMENT PERMIT
PURSUANT TO ORDINANCE 1077 AND RESCINDING
RESOLUTION NO. 12,841
(No. PD-111, to allow development of a 41-unit motel with
a manager's apartment on property located between Roosevelt
and National City Boulevard, 600 block - Harold Dodds, Inc.)
The City Council of the City of National City,
California does hereby find, determine, order and resolve
as follows:
1. At a regular meeting of the City Planning
Commission on July 24, 1978, said Commission unanimously
adopted a recommendation that the owner of the real prop-
erty at the 600 block between Roosevelt and National City
Boulevard and more fully described in Exhibit "A" attached
hereto and made a part hereof as though set forth in full,
be denied a Planned Development Permit.
2. Acting upon a timely appeal filed by the
applicant in the manner provided by the Land Use Code, the
City Council conducted a duly advertised Public Hearing on
August 22, 1978.
3. The City Council, after full and complete
consideration of the Planning Commission action and all
testimony and information submitted to it, finds that:
A. The site for the proposed use is adequate
in size and shape; and
B. The site has sufficient access to streets
and highways that are adequate in width
and pavement type to carry the quantity
and quality of traffic generated by the
proposed use; and
C. The proposed use will not have an adverse
effect upon adjacent or abutting properties;
and
D. The proposed use is deemed essential and
desirable to the public convenience or
welfare.
4. The City Council has reviewed an Environ-
mental Impact Report prepared for this project and certified
by the Planning Commission, and hereby makes a "statement
of overriding consideration" in response to the findings
of that EIR reflecting an adverse impact resulting from
the non mitigated loss of certain off-street parking, to
wit:
The approval of this permit is a. vital and
essential part of a community wide urban
redevelopment effort that continues to
demonstrate social, economic and urban
design benefits. Temporary inconvenience
caused by some degree of insufficient
parking will ultimately be corrected as
such redevelopment progresses.
5. The City Council of the City of National
City hereby grants a Planned Development Permit to allow
development of a 41-unit motel with a manager's apartment
on property located between Roosevelt and National City
Boulevard, 600 block.
6. Resolution No. 12,841 is hereby rescinded.

City, number 348, filed with the County Recorder
of San Diego County, California, October 2, 1882,
described as follows: All of Lots 1 through and
including Lot 4; together with all of Lots 19
through and including Lot 24; together with the
Westerly 45 feet of Lot 18; together with the
Westerly 45 feet of the Northerly 10 feet of Lot
17.
