A RESOLUTION ESTABLISHING A TASK FORCE TO DETERMINE
WAYS IN WHICH NATIONAL CITY CAN ENCOURAGE THE
CONSERVATION OF WATER AND ENERGY RESOURCES
WHEREAS, National City has no water supply
of its own and must depend upon receiving its water
from the Colorado River, and
WHEREAS, when the Central Arizona Water
Project is completed in approximately eight to ten
years, National City will be dependent upon receiv-
ing 50 per cent of its water from Northern California,
and
WHEREAS, from that time if Northern California
suffers a drought of the same magnitude as the current
drought, National City will suffer a drastic water
shortage, and
WHEREAS, water conservation by individuals,
private industry and government can significantly
reduce the devastating effects of a drought, and
WHEREAS, National City currently has no
water conservation policy;
NOW, THEREFORE, BE IT RESOLVED, BY THE COUNCIL
OF THE CITY OF NATIONAL CITY, that it hereby esablishes
a Water Conservation Task Force to determine ways in
which the City can encourage water conservation. The
task force shall include representatives from the Water
Utilities Department, Planning Department Environmental
Quality Division, Building Inspection. Department, General
Services Department, AmericanInstituteof Architects,
American Society of Landscape Architects, Construction
Industry Coordinating Council, suppliers and consumers.
The study shall be conducted in consultation -with the
State Department of Water Resources, Regional Water
Quality Control Board, San Diego County Water Authority
and the Metropolitan Water District, and
BE IT FURTHER RESOLVED that the,Task Force
shall report to the Council with a preliminary report
no later than 60 days from the date of this Resolution
and a final report no later than June 1, 1977 with its
findings and recommendations on:
1. Ways in which appropriate City ordinances
may be amended to reduce water consumption in the con-
struction and landscaping of new buildings, homes and
apartments, including but not limited to, the installa-
tion of low -flow toilets, faucets and showers, pressure
reducingvalveswhere line pressure is above 50 psi,
insulated hot water lines, phasing out of home self -
regenerating water softeners, and use of -native plants
in landscaping.
2. The effect of such changes on our use of
water and energy resources.
3. Ways in which the City's water rate struc-
ture may be changed to encourage water conservation.
4. Incentives to encourage existing home-
owners and water users to conserve water.
5. Penalties for waste -of water by users.
6. Any other recommendations which the Task
Force may deem appropriate to accomplish the conservation
of water and energy resources, and
BE IT FURTHER RESOLVED, that the Council of the
City of National City does hereby call upon the citizens
of the City to undertake every available voluntary means of
water and energy conservation, including the reduction
of water served in -restaurants; the length and time of
day of lawn watering; the length of showers; the installa-
tion of weighted plastic bottles, water dams, or other
devices in toilet reservoirs to reduce flush -flows; low
flow showerheads or flow restrictors in the shower line;
low flow aerators on faucets and pressure reducing valves
where line pressure is greater than 50 psi.
PASSED AND ADOPTED this 1st day of March, 1977.
