HomeMy WebLinkAboutCC RESO 12,530RESOLUTION NO. 12,530 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA AUTHORIZING AND DIRECTING THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF NATIONAL CITY TO PREPARE, ON BEHALF OF THE CITY OF NATIONAL CITY, TWO APPLICATIONS FOR FUNDS PURSUANT TO THE U. S. HOUSING & COMMUNITY DEVELOPMENT ACT OF 1977; AUTHORIZING AND DIRECTING THE COMMUNITY DEVELOPMENT COMMISSION TO ADMINISTER EACH SUCH PROGRAM, IF APPROVED; AND AUTHORIZING AND APPROVING. THE USE OF E. J. CHRISTMAN PROJECT TAX ALLOCATION FUNDS FOR THE PREPARATION OF SUCH APPLICATIONS WHEREAS, the Community Development Commission of the City of National City is carrying out the Center City Project, a redevelopment project, pursuant to a Redevelopment Plan adopted by City Council Ordinance No. 1505 on April 13, 1976, and WHEREAS,. the Community Development Commission is also carrying out a Home Improvement Loan Program pursuant to an Agreement with the Bank of America, NT&SA, executed May 20, 1976, within an approved Housing Assistance Area, which Area includes the Center City Redevelopment Project Area and the area locally known as the "West Side", and WHEREAS, the Congress of the United States has approved and the President has signed the Housing & Community Development Act of 1977 which, among other things, provides for an Urban Development Action Grant Program and a Small Cities (under 50,000 population) Grant Program to be applied for through the California wide Secretary's Discretionary Fund, and WHEREAS, said Programs authorized by the U. S. Housing & Community Development Act of 1977 tie into the Projects, Programs and activities already administered by the Community Development Commission; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of National City as follows: (1) The Community Development Commission of the City of National City is hereby auth- ATTEST: orized and directed to prepare an applic- ation, on behalf of the City of National City for each, an Urban Development Action Grant and a Small Cities Grant - Secretary's Discretionary Fund, pursuant to the U. S. Housing & Community Development Act of 1977. (2) The Community Development Commission is hereby authorized and directed to administer each such program if either or both appli- cations are approved by the U. S. Department of Housing & Urban Development. (3) The use of funds, not to exceed $10,000 for the preparation of such Applications is here- by found and determined, pursuant to Section 33334.2 of the California Community Redevelop- ment Law, to be a necessary and proper use of taxes allocated to the E. J. Christman Business & Industrial Park I Redevelopment Project pursuant to Section 33670 of said Redevelopment Law in that persons of low and moderate income will be helped with their housing needs by such Applications and Programs, if approved. (4) Said amount, not to exceed $10,000 shall be repaid to the E. J. Christman Project Tax Allocation Fund to the extent that such funds may be so repaid pursuant to each such Application, Program and Contract therefor. PASSED AND ADOPTED this 15th day omber, 1977.
