RESOLUTION APPROVING TENTATIVE SUBDIVISION MAP
ON PROPERTY LOCATED SOUTH OF 4TH STREET BETWEEN
THELMA AND SHELL AVENUES
(Shell Manor)
BE IT RESOLVED by the City Council of the
City of National City that the tentative subdivision
map for property located south of 4th Street between
Thelma and Shell Avenues (Shell Manor), be approved
subject to the following conditions:
1. A grading and drainage plan showing off-
street improvements (retaining walls,
drainage structures and appurtenances)
shall be approved by the City Engineer
prior to final map approval.
2. Street improvement drawings (curb and
gutter, grade, pave, sewer drains, street
lights) shall be approved by the City
Engineer prior to final map approval.
3. Street improvements and dedication will
be required as follows:
A. 4th Street - 60 foot right-of-way
(ded. 20') 20' pave from CL to curb;
2" A.C. on 6" AGG; 5.5' contiguous
sidewalk measured from curb face.
B. Shell Street - 60 foot right-of-way
(ded. 30') 20' pave from CL to curb
2" A.C. on 6" AGG.
C. Thelma Lane - 52-60 foot right-of-way
(26' dedication with a 4' easement
along Lot 1 and a portion of Lot 10,
and, a 38' dedication with a 4' ease-
ment along Lot 10 and Lot 11 and all
Lots 16 and 17), 20' pave from CL to
curb; 2" A.C. on 6" AGG, 5.0' sidewalk.
E. 5th Street - 50 foot right-of-way, 40'
pave from curb to curb, 5' sidewalks, 2"
A.C. on 6" AGG. A 4' utility easement
shall be along both sides of 5th Street.
4. Underground all utilities. Provide for T.V.,
gas, electric, Telco, and sewer, water and
drainage conduit.
5. Street lights are to be provided by the owner
from a design approved by the street lighting
coordinator of the San Diego Gas and Electric
Company.
6. All soils work to be done under the direction
of a soils engineer.
7. All owners of record and of easements that
can ripen into a fee title shall be indicated
or referenced on the final map.
8. All easements of record shall be indicated
on the final map along with proposed easements
for dedication (sewer, water, electric, telephone,
T.V., drainage, pedestrian, slope, access, et al.).
9. Maximum slope grades shall be 2 horizontal to
1 vertical.
10. Thelma Way shall be widened from the tentative
map to the final map to provide a minimum of
42' R/W adjacent to Lots 10, 11, 16 and 17.
11. Change Thelma Street to Thelma Way on the final
map and change "A" Street to 5th Street on the
final map and change Shell Street to Shell Avenue
on the final map.
12. The changing of grades in Shell Avenue shall
be at the consent of the City of San Diego
due to the 30" water main and the sewer line
and manholes within the proposed right-of-way.
This approval shall be indicated on the improve-
ment drawings. The actual depth of the 30"
water main is to be determined by "potholing"
and the developers will take necessary steps
to protect the pipe including lowering the
pipe if a minimum of 3 feet of cover is not
available.
13. Slope drainage from the rear slopes of Lots
1 through 5 shall be directed toward Shell
Avenue.
14. The connection of the proposed subdivision
to a San Diego sewer line shall have prior
approval of the City of San Diego. This
also applies to any water line connection
proposed.
15. The developer shall enter into an agreement
with the Sweetwater Authority to supply water
service if required and file a copy of said
agreement with the City.
16. The final map shall indicate all survey and
mathematical information, monuments, bearings
and distances and ties to existing monuments
used to establish the subdivision boundaries.
17. The applicants shall pay all sewer connection
fees as determined by the Director of Building
& Housing at the time building permits are
issued.
18. Prior to approval of the final map, a slope land-
scape plan, prepared by a qualified landscape
designer, shall be approved by the City. Slope
banks over 3 feet in height shall be stabilized
with an approved combination of soil binding
ground cover, shrubs and trees. A permanent
underground irrigation system will be installed
to irrigate said slopes. Each lot will have
a separate system. During construction the
subdivider shall install landscaping and
irrigation required to protect the slopes
and shall maintain said landscaping until the
houses are sold.
19. Prior to approval of the final map, a street
tree plan shall be submitted to and approved
by the City.
20. Prior to occupancy of the houses, street
trees shall be installed by the developer in
accordance with the approved street tree plan.
21. Prior to approval of the final map, a copy
of the Covenants, Conditions and Restrictions
shall be filed with and approved by the City
Attorney of National City.
The Covenants, Conditions and Restrictions
shall:
A. Clearly specify a "level of maintenance"
to be expected of all landscaped areas
and suitable measures to guarantee
compliance therewith by the individual
homeowners.
B. Provide that the City may enter the property
and perform necessary maintenance work, and
place a tax lien on the property to cover
the costs thereof.
22. At the time of development a fire hydrant
will be installed at the northeast corner of
Thelma Way and proposed "A" Street (5th Street).
Water service to the hydrant shall be via a
grid system connecting the water line from
4th Street to the water line in Shell Avenue
at the required hydrant.
23. San Diego and National City boundaries shall
be indicated on the map.
24. When Shell Avenue is improved along the east
boundary of the subdivision, it shall be
accomplished in such a way to provide a
smooth transition from the newly constructed
portion of Shell Avenue to the existing portion
of Shell Avenue south of the proposed subdivision.
25. The owner shall enter into an agreement with
the City for the timely completion of all
public improvements required herein and for
setting of the monuments, with suitable security
attached prior to the approval of the final map.
