RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NATIONAL CITY APPROVING METHOD OF '
DISTRIBUTION FOR FUNDS APPORTIONED COUNTY
UNDER THE FEDERAL AID FOR SAFER OFF -SYSTEM
ROADS (SOS) PROGRAM
The City Council of the City of National City
DOES HEREBY RESOLVE AS FOLLOWS:
WHEREAS, on June 17, 1977, the California
Department of Transportation forwarded to the County
Board of Supervisors official notice of apportioned
amounts due San Diego County and its included Cities
under the Federal Aid for Safer Off -System Roads Program
in accordance with Section 2530 of the Streets and
Highways Code, and
WHEREAS, Section 2530 (c) of the Streets and
Highways Code requires that an agreement be entered into
between the County and a majority of the Cities, which
Cities shall include a majority of the municipal popula-
tion within the County for the distribution of the
Federal funds under the Federal Aid for Safer Off -System
Roads Program, and
WHEREAS, the County Board of Supervisors, in
accordance with Section 2532 of the Streets and Highways
Code, by resolution of July 12, 1977 claimed said appor-
tionment on behalf of the County and its included Cities,
and
WHEREAS, there currently exists a Federal Aid
Urban (FAU) Committee consisting of representatives of
the County and the Cities within the County;
NOW, THEREFORE, BE IT RESOLVED that the City
Council does approve the FAU Advisory Committee as the
authorized body to develop the region's Safer Off -System
Roads Program and to distribute those Federal funds
apportioned.
NOW, THEREFORE, BE IT FURTHER RESOLVED that the
City Council approves the distribution of SOS funds for
the fiscal year ending September 30, 1977 on the basis
of the ratio of this City's population to that of the
entire County as determined utilizing the most recent
available County -wide population data certified by the
State Department of Finance.
NOW, THEREFORE, BE IT FURTHER RESOLVED that
the City Council does hereby agree that the annual method
of distributing Federal funds apportioned in accordance
with the SOS Program shall be accomplished on the basis
of the ratio of this City's population to that of the
entire County as determined by utilizing the most recent
available County -wide population data certified by the
State Department of Finance.
NOW, THEREFORE, BE IT FURTHER RESOLVED that
the City Council recognizes that this City may elect
to enter into an agreement with the County of San Diego
to exchange the City's share of SOS funds for an equal
amount of Road Fund monies, subject to applicable pro-
visions of law.
