HomeMy WebLinkAboutCC RESO 12,482RESOLUTION NO. 12.482 RESOLUTION APPROVING TENTATIVE SUBDIVISION MAP FOR PROPERTY AT THE NORTHEAST CORNER OF 12TH STREET AND "D" AVENUE (The Willows [condominiums] - D. M. D. Development Co.) BE IT RESOLVED by the City Council of the City of National City that the tentative subdivision map for property at the northeast corner of 12th Street and "D" Avenue, be approved subject to the following conditions: 1. That the applicants pay all sewer connection fees at the time building permits are issued. 2. That the applicants pay park maintenance fees of $75.00 per dwelling unit prior to issuance of building permits. 3. Maximum slope grade within the project boundary shall be 2 to 1. 4. Prior to the approval of the final map, a landscape plan, prepared by a licensed land- scape architect shall be approved by the City. Slope banks shall be stabilized with an approved combination of soil binding ground cover, shrubs and trees. A permanent underground, automatic irrigation system shall be included in the landscape plan. 5. Maintenance of slopes within this subdivision shall be the resonsibility of the Homeowners' Association and shall be provided for in the Covenants, Conditions and Restrictions. 6. The Covenants, Conditions and Restrictions shall: a. Clearly specify a "level of maintenance" to be expected of all landscaped areas and suitable measures to gauarantee compliance therewith by the Homeowners' Association. b. Provide that the City may enter the property and perform necessary maintenance work, and place a tax lien on the property to cover the costs thereof. 7. Prior to approval of the final map, a copy of the Covenants, Conditions and Restrictions shall be filed with and approved by the City Attorney of National City. 8. Prior to the issuance of the final map, the following documents shall have been filed with and approved by the National City Planning Department: a. Diagrammatic floor plans. b. Consent to record. 9. A grading and drainage plan for this proposed subdivision shall be submitted to and approved by the City Engineer prior to approval of the final map. 10. A soils report shall be prepared and shall be noted on the map as to date and engineer making the report. 11. That the developer enter into an agreement with the Sweetwater Authority for the extension of required facilities for water service. 12. That parking be prohibited in the alley along the east property line of the subject site and along the Kimball Way frontage. "No parking" signs and red curb to be installed in these areas. 13. The final map shall indicate all survey and mathematical information, monuments, bearings and distances and ties to existing monuments used to establish the subdivision boundaries. 14. Existing and proposed easements shall be shown on the final map. 15. All utilities shall be underground, including cable for television. 16. All sewer and drainage easements required off -site to serve this property shall be supplied by the owner prior to approval of the map. 17. Sewer and drainage improvements shall be made in accordance with the require- ments of the City Engineer. PASSED AND ADOPTED this 4th day of October, 1977. MAYOR ATTEST: (12)4C - , i.-ry CLE
