HomeMy WebLinkAboutCC RESO 12,358RESOLUTION NO. 12,358 RESOLUTION APPROVING TENTATIVE SUBDIVISION MAP FOR 16TH STREET SOUTH SIDE, WEST OF LANOITAN (Morning Breeze) BE IT RESOLVED BY THE City Council of the City of National City that the tentative subdivision map for 16th Street South Side, West of Lanoitan, be approved subject to the follow- ing conditions: A. The improvements from street in Leisure 1 Estates to tentative Morning Breeze will be constructed by the builder of Morning Breeze. The owner of Morning Breeze will be required to furnish the City acceptable street deeds for property other than area encompassed by Morning Breeze. B. Relocation of existing sewer and construction of future drainage will be accomplished prior to relocation of the existing easement. C. A grading plan will be required showing drainage and off -site grading and be approved by the City Engineer prior to approval of the final map. D. Street dedication will be required and improvements to streets as follows: The east -west street connecting Leisure 1 Estates and Morning Breeze and the short north -south street: 50 foot right-of-way 40 foot curb to curb 4.5 foot sidewalk (measured from face of curb) Cul-de-sac: 45 foot right-of-way line 40 foot curb line E. A four -foot utility easement will be required along all street frontage within the subdivision except 16th Street. F. All utilities are to be undergrounded in a trench behind the curb. Provide underground cable for T.V. G. Street lights are to be provided by the owner from a design approved by the street light coordinator of the San Diego Gas & Electric Company and the City Engineer. H. Site drainage shall be shown on a building plot plan and approved by the City Engineer. I. Sewer line improvements shall be made in accordance with the requirements and approval by the City Engineer. J. An existing 48" drain pipe at Lanoitan Avenue shall be extended to connect the system to an existing pipe at 16th Street and Euclid Avenue. This shall be worked out between the developers of Leisure 1 Estates and of Morning Breeze subdivisions and the City. K. A reasonable solution to slopes and surface drainage on the common boundary shall be arrived at between the developers of Leisure 1 Estates and of Morning Breeze subdivisions and the City. L. The final map for this subdivision shall not be approved until an agreement between the developer and the City for the completion of the public improvements required herein, with suitable security, has been accepted by the City Council. M. If, in fact, a deed error exists, a field survey will correct same in regards to the common boundary. N. Fire hydrants, either public or private, may need to be installed. This decision will be made by the Fire Chief when a final determina- tion is made on street layouts. 0. The applicants shall pay all sewer connection fees at thetime building permits are issued as follows: Parcels 1, 6, 7, 8, 9, 10 and 14 - $450.00 each, based on property frontage of 50 feet or less. Parcels 2, 3, 4, 11, 12 and 13 - $465.00 each, based upon a property frontage of 51 feet. Parcel 5 - $504.00 based upon a property frontage of 59 feet. P. The applicants pay park fund fees of $75.00 per dwelling unit as required by the Director of Building & Housing. Q. Maximum slope grade within the project boundary shall be 2 to 1. R. Prior to approval of the final map, a slope landscape plan for all slopes 3 feet high and over prepared by a licensed landscape archi- tect shall be approved by the city. Slope banks shall be stabilized with an approved combination of soil binding ground cover, shrubs and trees. A permanent underground irrigation system shall be included with the landscape plan. S. A street tree plan shall be submitted in conjunction with the slope landscape plan. Street trees will be installed in accord- ance with the approved Street Tree Plan. T. A soils investigation report shall be submitted when building construction plans and specifications are submitted for approval. U. The developer enter into an agreement with the California -American Water Company for the extension of required facilities for water service. Evidence of the agreement to be submitted to the Planning Department prior to approval of the final map. V. Access to a public street shall be provided prior to filing of the final map.
