HomeMy WebLinkAboutCC RESO 12,392RESOLUTION NO. 12,392 RESOLUTION AUTHORIZING EXECUTION OF A LETTER OF AGREEMENT BETWEEN ENVIRONMENTAL IMPACT PROFILES AND CITY OF NATIONAL CITY FOR PREPARATION OF ENVIRONMENTAL REPORT/STATEMENT FOR EUCLID AVENUE BE IT RESOLVED by the City Council of the City of National City that the Mayor is authorized and directed to execute on behalf of the City of National City that certain letter of agreement between Environmental Impact Profiles and the City of National City for preparation of an Environmental Report/Statement for Euclid Avenue. RECEIVED Date_JUN 27 1977 Re: Contract to Prepare an Environmental Impact Report/Environmental Impact Statement for the Euclid Avenue Extension Dear Mr. Hoffland: Environmental Impact Profiles (EIP) is pleased to accept the contract for preparing an Environmental Impact Report/Environmental Impact Statement for the four -lane facility which would complete Euclid Avenue between Plaza Boulevard and 22nd Street. In accordance with our proposal, dated June 9, 1977, traffic generation, volumes, safety benefits, both vehicular and pedestrian, will be prepared by Herman Kimmel and Associates, Inc., of Newport Beach, California. Olson Laboratories, Inc., Anaheim, California, will analyze the noise problems and offer mitigation measures. Air quality problems and possible mitigation measures will be addressed by J. Robert Stinson, Ph. D., meteorologist and air pollution consultant. Erosion control methods and water conservation considerations will be prepared under the direction of Dr. Stinson and Burton B. Milburn, Dr. P.H. Clarice C. Corbett will be Project Coordinator, and Christopher Danforth will be Project Manager. Schedule and Report: EIP and Herman Kimmel and Associates will start work immediately upon notification that our contract has been formally accepted and approved. EIP's draft EIR/EIS would be completed within fifteen (15) working days after receipt of reports from the Traffic Engineers and Olson Laboratories, Inc. Under separate contract to Environmental Impact Profiles, Herman Kimmel and Associates, Inc., agree to submit their Mr. Dale W. Hoffland, City Engineer CITY OF NATIONAL CITY June 24, 1977 - Page Two report to Environmental impact Profiles within 30 working days after receiving notificction that their contract has been awarded. EIP will submit fifty (50) copies of the Draft EIR/EIS and will submit fifty (50) copies of the Final EIR/EIS, which would incorporate responses to the Draft as an Addendum. Fee: EIP's fixed fee for performing these tasks will be $11,200 (EIP - $5,500; Herman K mmel and Associates, $5,700). EIP proposes that a ziner of $4,000 be issued, from which they will pay Herrman Kimmel and ssociates' retainer: EIP proposes that a payment of $4,800 be paid upon submission of the Draft EIR/EIS, and that a payment of the remainder ($2,400) be paid upon submission of the Final EIR/EIS. EIP will attend one meeting of the Planning Commission and one Council meeting (pre -planning meetings are not considered to be extra ::ost) for its fixed fee of $5,500. If Herman Kimmel and Associates are required to attend Planning and Council meetings, their fees would be negotiated through this firm. If EIP is required to attend more than the above -listed two meetings, their fee for doing so is $50.00 per hour, including travel time.
