A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA, OPPOSING CERTAIN PROPOSED AMENDMENTS TO AIR
POLLUTION CONTROL DISTRICT RULE 20.1 AND URGING THE
SAN DIEGO COUNTY BOARD OF SUPERVISORS TO DEFEAT IT.
WHEREAS, the City has received notice of a proposed
amendment to Air Pollution Control District Rule 20.1 to be
heard by the San Diego County Board of Supervisors on June 23,
1976, and
WHEREAS, National City recently adopted City Council
Resolution No. 12,066 supporting a Regional Air Quality Strategy
with specific limitations on land use regulatory powers that
might be assumed by agencies such as APCD, and
WHEREAS, the subject amendment would seem to give APCD
the power to deny "authority to construct" if they find that the
"emissions may interfere with attainment or maintenance of any
standards", and
WHEREAS, such power could subvert the concept of local
land use management reflected in said Resolution 12,066 and could
pose a menacing threat to the achievement of local goals, if im-
properly exercised;
NOW, THEREFORE, BE IT RESOLVED that this City Council
urges the San Diego County Board of Supervisors to defeat this
and all other proposals that might infringe upon local land
use management authority.
