RESOLUTION APPROVING TENTATIVE SUBDIVISION MAP,
STANLEY ESTATES, SOUTH SIDE OF 14TH STREET, WEST
SIDE OF ORANGE STREET
(Standmark, Inc.)
BE IT RESOLVED by the City Council of the City
of National City that the tentative subdivision map, Stanley
Estates, South side of 14th Street, West side of Orange
Street for Standmark, Inc., be approved subject to the
following conditions:
1. That a planned development permit(s) for
site development is required.
2. That the applicants pay all sewer connection
fees at the time building permits are issued.
3. That the applicants pay park and maintenance
fees of $75.00 per dwelling unit.
4. Maximum slope grade within the project
boundary shall be 2/1.
5. Prior to the approval of the final map, a
slope landscape plan prepared by a licensed landscape
architect shall be approved by the City. Slope banks
shall be stabilized with approved combination of soil
binding ground cover, shrubs and trees. A permanent under-
ground irrigation system or systems shall be included in
the landscape plan.
6. Maintenance of slopes within this subdivision
shall be the responsibility of each individual homeowner
and shall be provided for in the Covenants, Conditions
and Restrictions on each lot.
7. The Covenants, Conditions, and Restrictions
shall:
A. Provide that the City may enter the
property and perform necessary maintenance work, and place
a tax lien on the property to cover the costs thereof.
B. Clearly specify a "level of maintenance"
to be expected of all landscape areas and suitable measures
to guarantee compliance therewith by the property owners.
8. Subdivider shall install all landscaping
required to protect the slopes and shall maintain that
landscaping until the houses are sold; thereafter, the
property owner shall be responsible for the maintenance
of landscaping of the slopes.
9. All cut and fill slopes shall be rounded
into existing terrain to produce a contoured transition
from cut and fill faces to natural ground. Minimum
contour specifications to be submitted for Planning
Department approval.
10. A grading plan for this proposed subdivision
shall be submitted to and approved by the City Engineer
prior to approval of the final map.
11. Street dedication and improvements shall
be made in accordance with the requirements of the Director
of Public Works as follows:
A. 14th Street- 60 foot wide right-of-way
40 foot wide between curbs
5 foot wide sidewalks (includes
top of curb)
B. Orange Street- Existing 50 foot wide right-
of-way
East curb exists at 18 feet
from Centerline
Dedicate 1 additional foot
right-of-way on west line
West curb line to be con-
structed 20 feet from
centerline and 6 feet
from new property line
4.5 foot wide sidewalks
(measured from curb face)
C. Stancrest Lane- 52 foot wide right-of-way
40 foot wide between curbs
4.5 foot wide sidewalks
(measured from curb face)

12. Final map shall show dedication of a 4-foot
utility and street tree easement along all street frontage
of Orange Street and Stancrest Lane with the exception of
the cul-de-sac bulb. (This in in lieu of requiring a 60-
foot right-of-way.)
13. All utilities to be undergrounded. Electrical,
TV, and telephone shall be in a joint trench behind the
curb. Provide underground cable for television.
14. Street lighting shall be provided. Lighting
design shall be approved by street lighting coordinator
of San Diego Gas & Electric and by the City Engineer.
15. Fire hydrants shall be installed and red
curb areas provided in accordance with City Fire Department
requirements as follows:
A. Install one fire hydrant on Stancrest
Lane, approximately 250 feet south of 14th Street. Hydrant
sahll have a minimum of one 2-1/2" and one 4" outlets and
capable of delivering 1000 gallons per minute.
B. Water main on Orange and Grove Street
shall be tied together in Fourteenth Street to four grid
system.
C. No parking on Fourteenth Street until
complete street improvements are installed.
D. No parking in cul-de-sac.
16. Garages shall be located a minimum distance
of 20 feet from front property line.
17. Individual site fencing and screening shall
be provided for in the Covenants, Conditions, and Restric-
tions.
18. A street tree plan shall be submitted in
conjunction with planned development permit application.
19. Street trees will be required to be installed
in accordance with the approved street tree plan.
20. Site drainage to be provided for as required
by City Engineer.
21. Sewer line improvements shall be made in
accordance with the requirements of the City Engineer.
22. That a soils investigation report shall be
submitted when building construction plans and specifica-
tions are submitted for approval.
23. That a geologist's study of the earthquake
fault, identified in Special Report No. 123 of the California
Division of Mines and Geology, which traverses this site
be prepared and submitted with application for grading
and building permits.
24. That the developer enter into an agreement
with the California -American Water Company for the extension
of required facilities for water service.
25. That the developer be required to provide
improvement costs in the amount determined by the Director
of Public Works to be 1/4 the cost of drainage structures
required in 14th Street between Grove and Orange Streets.
The construction or guarantee to be the subject of separate
agreement prior to approval of the final map.
26. That all lots be graded to drain towards
street frontage.
27. The lot line between Lots 1 and 6 be adjusted
so that lot lines are at the top or bottom of the slopes
and not bisecting them, or as approved by the Planning
Department.
28. The portion of this site located at the
southwesterly corner of the proposed subdivision and
labeled "Not -a -Part" shall be either made a of the
subdivision or attached to the adjacent parcel to the
south by the recording of a covenant agreeing to hold it
as one with the adjacent parcel (Assessor's Parcel No.
557-390-25).
