RESOLUTION APPROVING TENTATIVE SUBDIVISION MAP,
"M" AVENUE TERRACE, WEST SIDE OF "M" AVENUE NORTH OF 6TH
STREET
BE IT RESOLVED by the City Council of the City of
National City that the tentative subdivision map, "M" Avenue
Terrace, West Side of "M" Avenue, North of 6th Street, be
approved subject to the following conditions:
1. That the applicants pay all sewer connection
fees at the time building permits are issued.
2. That the applicants pay park and maintenance
fees of $75.00 per dwelling unit.
3. Maximum slope grade within the project boundary
shall be 2:1.
4. Prior to the approval of the final map, a slope
landscape plan prepared by a licensed landscape architect shall
be approved by the City. Scope banks shall be stabilized with
approved combination of soil binding ground cover, shrubs and
trees. A permanent underground irrigation system or systems
shall be included in the landscape plan.
5. Maintenance of slopes within this subdivision
shall be the responsibility of each individual homeowner and
shall be provided for in the Covenants, Conditions, and Res-
trictions on each lot. Each lot shall have an independent
landscape irrigation system unless satisfactory arrangements
are made and approved by the City for a maintenance association.
6. The Covenants, Conditions and Restrictions shall:
a. Provide that the city may enter the property
and perform necessary landscape maintenance work, and place
a tax lien on the property to cover the costs thereof.
b. Clearly specify a "level of maintenance" to be
expected of all landscape areas and suitable measures to
guarantee compliance therewith by the property owners.
7. The subdivider shall install all landscaping re-
quired to protect the slopes and shall maintain that landscaping
until the houses are sold; thereafter, the property owner shall
be responsible for the maintenance of landscaping of the slopes.
8. A grading plan for this proposed subdivision shall
be submitted to and approved by the City Engineer prior to ap-
proval of the final map.
9. All existing slopes in excess of 2:1 shall be re-
constructed to bring them back to 2:1 including the slope fail-

11. All utilities to be undergrounded. Electrical,
TV, and telephone shall be in a joint trench behind the curb.
Provide underground cable for television.
12. Street lighting shall be provided. Lighting
design shall be approved by Street Lighting Coordinator of
San Diego Gas & Electric and by the City Engineer.
13. Individual site fencing and screening shall be
provided for in the Covenants, Conditions, and Restrictions.
14. A street tree plan shall be sumbitted to the
Planning Department and approved prior to final map approval.
15. Street trees will be required to be installed
in accordance with the approved street tree plan.
16. Site drainage to be provided for as required by
the City Engineer.
17. That a soils investigation report shall be sub-
mitted when building
construction plans and specifications are
submitted for approval.
18. That all lots be graded to drain towards street
frontage.
19. Existing alley opening to be closed must be pro-
cessed according to National City street closing procedures.
20. Slope drains will be required at the top of all
cut banks. No water will be allowed to flow over any cut or
fill slopes.
21. Improvement drainage will be required for 6th
Street from "M" Avenue westerly and for "M" Avenue from 5th
Street to 6th Street. Curb to curb dimension on 6th and "M"
shall be 40 feet; paving shall be 2" asphalt concrete on 6"
crusher run base; curbs shall be 6" type "G", sidewalk shall be
5' wide measured from the face of the curb and 4" thick;
driveway approaches to be 6" thick, a minimum of 14' wide.
22. Slope ditches and down drains on slope shall
be of 2" gunite or shaped concrete, minimum 2' in width, des-
igned to drain area serviced. Water to drain through ade-
quate sidewalk drain or over the driveway. Drainage facilities
may be incorporated in the grading plan.
23. Driveway design shall produce a nearly level
pad 20' long in front of each garage.
