A RESOLUTION APPROVING AN AMENDMENT (GP-2-76) TO
THE NATIONAL CITY GENERAL PLAN DATED SEPTEMBER,
1974, AND GENERAL PLAN MAP
1973-74
WHEREAS, the Planning Commission has caused and
duly held studies and proceedings for the timely amendment
of the General Plan of the City of National City, pursuant
to Title 7, Chapter 3, Article 7, of the Government Code
of the State of California, and
WHEREAS, after having provided proper notice
of the time and place as provided by law the Planning
Commission has held a public hearing to consider said
amendment, and
WHEREAS, the Planning Commission did consider
all evidence and testimony presented at said hearing, in-
cluding the Planning Department Staff Report and Recommenda-
tion, and
WHEREAS, the Planning Commission recognizes the
need and desirability to conduct reviews of, and consider
amendments to, the General Plan to accommodate the changing
needs of the community;
NOW, THEREFORE, BE IT RESOLVED that the City
Council of the City of National City approve an amendment
to the National City General Plan and General Plan Map as
follows:
1. To change the land use designation on the
properties at 2404, 2414-18 Granger Avenue, and the vacant
lot (Assessor's Parcel No. 564-010-53) adjacent to the
southerly property line of 2414-18 Granger Avenue from
"Neighborhood Commercial" to "Residential 11-15 Dwelling
Units/Acre," as shown on the map entitled GP-2-76 on file
in the City Clerk's Office (Document No. 58172 )•
2. To change the land use designation on the
properties in the block bounded by National and Roosevelt
Avenues and 20th and 21st Streets from "Commercial -
Automobile and Related" to "Commercial - General," as
shown on the map entitled GP-2-76 on file in the City
Clerk's Office (Document No. 58172 ).
3. To change the land use designation on the
property located at 1846 East 9th Street (Assessor's Parcels
557-200-18 & 43) to increase the density from "Residential
6-10 Dwelling Units/Acre" to "Residential 11-15 Dwelling
Units/Acre," as shown on the map entitled GP-2-76 on file
in the City Clerk's Office (Document No. 58172 )•
4. To change the land use designation on the
vacant parcel north of National Guard Armory on the east
side of Palm Avenue and west side of I-805 (Assessor's Parcel
No. 554-050-17) from "Military" to "General Commercial,"
as shown on the map entitled GP-2-76 on file in the City
Clerk's Office (Document No. 58172 ).
5. To amend the Circulation Element of the
National City General Plan to add thereto the following
roads as shown on the Circulation Element of the County
General Plan:
A. Bonita Center Road between Sweetwater
Road and Bonita Road.
B. Sweetwater Road (30th) between National
Avenue and Bonita Road.
C. Reo Drive between South Bay Expressway
and Sweetwater Road.
D. Division Street between Harbison Avenue
and Plaza Boulevard.
6. To add to the Seismic Safety Element, by
reference, the California Division of Mines and Geology
Special Report 123 entitled "Character and Recency of
Faulting, San Diego Metropolitan Area, California."
7. To amend the General Plan Compatibility
Matrix to incorporate the new zone categories and resi-
dential density designations specified in the National
City Land Use Code, and as necessary to achieve compliance
with California Government Code Section 65860 requiring
that zoning ordinances be consistent with the general plan,
as shown on the "Compatibility Matrix" on file in the
City Clerk's Office (Document No. 58172-A)
8. To make the following corrections to the
General Plan map to make it consistent with the existing
zoning pattern, as shown on the map entitled GP-2-76 on
file in the City Clerk's Office (Document No. 58172 ):
A. To change the land use designation on
the commercially designated property on the north side of
Eta Street, east of Highland Avenue, which is a part of
"West Bee" apartment house development, from "General
Commercial" to "Residential 21-30 Dwelling Units/Acre."
B. To change the land use designation on
the RM-1 zoned properties at 910 through 918 East 2nd
Street from "General Commercial" to "Residential 16-20
Dwelling Units/Acre."
C. To change the land use designation on
the CL zoned property at the northwest corner of Division
Street and Harbison Avenue from "Residential 6-10 Dwelling
Units/Acre" to "Neighborhood Commercial."
D. To change the land use designation on
the CBD zoned properties on the north side of 8th Street
between "I" and "J" Avenues from "Residential 16-20 Dwell-
ing Units/Acre" to "General Commercial."
E. To change the land use designation on
the CL zoned Paradise Valley Hospital property on the west
side of Burden Drive between 7th and 8th Streets from
"Residential 21-30 Dwelling Units/Acre" to "Medical and
Related."
F. To change the land use designation on
the CL zoned Paradise Valley Hospital property on the
north side of 7th Street, east of Burden Drive from
"Residential 6-10 Dwelling Units/Acre" to "Medical and
Related."
G. To change the land use designation on
the CL zoned property on the south side of 12th Street
east of Highland Avenue from "Residential 6-10 Dwelling
Units/Acre" to "General Commercial."
H. To change the land use designation on
the RS-2- zoned properties north of 12th Street and between

and "K" Avenues from "Shopping Center -Commercial" to
"Residential 6-10 Dwelling Units/Acre."
I. To change the land use designation on
the CBD Zoned properties on the south side of 9th Street
between "M" and "N" Avenues from "Residential 21-30 Dwelling
Units/Acre" to "General Commercial."
J. To change the land use designation on
the RM-1 zoned properties east of "N" Avenue and north of
llth Street from "General Commercial" to "Residential 21-30
Dwelling Units/Acre."
K. To change the land use designation on
the CBD zoned property behind "Executive Suite" Motel on
Plaza Boulevardwestof Palm Avenue from "Residential 21-30
Dwelling Units/Acre" to "General Commercial."
L. To change the land use designation on
the RM-1 zoned property in the west side of the 1100 block
of Palm Avenue from "Neighborhood Commercial" to "Residential
21-30 Dwelling Units/Acre."
M. To change the land use designation on
the RS-1 zoned property on the north side of Eleanor Place
from "Residential 16-20 Dwelling Units/Acre" to "Residential
1-5 Dwelling Units/Acre."
N. To change the land use designation on
the RT zoned properties on the northerly side of 19th Street
and east of Valle Vista from "Neighborhood Commercial"
to "Residential 6-10 Dwelling Units/Acre."
0. To change the land use designation on
the RM-1-PD zoned properties on the south side of 16th
Street and west of Harbison Avenue from "Neighborhood
Commercial" to "Residential 21-30 Dwelling Units/Acre."
P. To change the land use designation on
the ML-RD zoned property between 22nd and 24th Streets
and west of Coolidge Avenue from "General Commercial" to
"Light Industrial.
Q. To change the land use designation on
the ML-RD zoned property between 22nd and 24th Streets
east of Coolidge Avenue from "Automotive Commercial" to
"Light Industrial."
R. To change the land use designation on
the CT-PD-RD zoned property south of 25th Street and west
of Coolidge Avenue from "Light Industrial" to "Tourist
Commercial."
S. To change the land use designation on
the RM-1 zoned property south of 24th Street and west of
"I" Avenue from "General Commercial" to "Residential 6-10
Dwelling Units/Acre."
T. To change the land use designation on
the RS-1 zoned properties between "L" and "J" Avenues and
between 24th and 30th Streets from "Residential 6-10 Dwelling
Units/Acre" to "Residential 1-5 Dwelling Units/Acre.
