RESOLUTION APPIROVING TENTATIVE SUBDIVISION MAP -
BONITA GREENS, 3700-3800 BLOCK, SWEETWATER ROAD,
SOUTH SIDE
(Calmoor Homes, Inc.)
BE IT RESOLVED by the City Council of the City
of National City that the tentative subdivision map for
Bonita Greens, 2700-3800 Block, Sweetwater Road, South
Side, be approved subject to the following conditions:
1. That all the mitigation measures identified
in the Final E.I.R. on the proposed project shall be
accomplished prior to the issuance of occupancy permits
by the Department of Building & Housing. All the recom-
mendations of the soils engineer in the Report of Soils
Investigation, Job No. 74-4155, William S. Krooskos and
Associates, shall be incorporated into the design of the
project.
a. Water, electricity, gas and telephone
are presently available to the site in adequate quantities
and are located within Sweetwater Road adjacent to the
site. Sewer will be extended in Sweetwater Road to the
site, approximately 1200 feet.
b. Approximately 70% of the site will be
retained as open space. This does not include street,
curbs, sidewalks and gutters. The majority of these open
areas will be landscaped with ground cover, shrubbery and
trees.
c. Impacts on schools will be paid, for
the most part, by the developer. Agreements with the
Sweetwater and Chula Vista School Districts have been
signed.
d. Construction noises will be minimized
by using mufflers on all equipment and by conforming to
existing noise ordinances. Noise generated by construc-
tion equipment will occur primarily during normal weekday
daylight working hours.
e. Mitigating measures proposed to minimize
dust including the watering of excavation materials, the
installation of sprinklers, and the planting of vegetative
cover as soon as possible after grading operations have
been completed.
f. All slopes will have a maximum slope of
2 to 1 and will be planted and irrigated to protect against
erosion. There will also be drainage ditches to protect
the slopes where engineering studies recommend their use.
g. The site will have drainage facilities
to adequately protect from the 100 year flood.
h. The recommendations of the soils engineer
in the Report of Soils Investigation, Job No. 74-4155,
William S. Krooskos & Associates, will be incorporated into
the design

the project. The recommendations include:
1) All structures to be set back a
from the fault line (the Department of Build -
recommends at least five [5] feet).
2) The northern one-half of the site
underlain by compressible alluvial soils. It is our
recommendation that these soils be excavated in the building
areas and for a distance of at least five (5) feet beyond
their perimeters to a minimum depth of three (3) feet below
the existing ground grade, or to a depth where firm soils
are encountered as approved by the field soil technician.
3) No critically expansive clay soils
be placed within three (3) feet of the finish ground grade
throughout the building area.
4) If potentially expansive clay soils
are encountered at finish grade on
these soils shall be excavated and
of three feet beneath the proposed

5) Continous supervision shall be maintained
by members of soils engineering firm during the grading
operation, such that proper inspections and tests are
conducted to insure that no potentially expansive clay
soils were placed within the top three (3) feet of the
finish ground grade.
6) Natural ground cut slopes and
compacted fill slopes of maximum inclinations of 2.0
horizontal to 1.0 vertical should be free from deep-seated
failures.
7) When there is fill, proposed struc-
tures and other improvements such as walls, fences, patios,
sidewalks, swimming pool, driveways, asphalt pavement, etc.,
that are located within five (5) feet of the face of com-
pacted fill slope could suffer differential movement as a
result of the poor lateral stability of these soils.
8) Any backfill soils placed in utility
trenches or behind retaining walls which support structures
and other improvements such as patios, sidewalks, driveways,
pavement, etc., (other than landscaping) shall be compacted
to at least 90 percent of maximum dry density.
9) All slopes shall be planted with an
erosion resistant plant as soon as possible following the
grading operation, to minimize the anticipated erosion of
these native soils.
10) In the location of the fill slopes,
the natural ground shall be properly "benched" to provide
a good seat and bond of compacted fill materials.
i. The conditions for approval of the sub-
division will provide further mitigation. These conditions
include:
1) Reserve a one -foot buffer between
commercial lot "A" and "B" street cul-de-sac.
2) Complete street and storm drain
improvements on Sweetwater Road.
3) Subdivider to post bond sufficient
to gurantee maintenance of landscaping for a period of
not less than two years.
4) All cut and fill slopes shall be
rounded into existing terrain to produce a contoured
transition from cut and fill faces to natural ground.
5) Minimum on -street parking and/or
guest parking - 25 spaces - one per unit.
j. Desirability of site plan and aesthetics
of the project will be controlled through site plan review
procedures.
2. That site plan review for site development
is required.
3. That the owners of this project enter into
a main extension contract with California -American Water
Company and deposit the estimated cost of the extension
of their facilities located in Sweetwater Road.
4. All utilities to be undergrounded in a
joint trench under the sidewalk, selection of side of
street optional. Provide underground cable for T.V.
5. That the applicants pay all sewer connection
fees at the time building permits are issued.
6. That the applicants pay park development and
maintenance fees of $75.00 per dwelling unit.
7. That a soils investigation report shall be
submitted when building construction plans and specifica-
tions are submitted for approval.
8. That the final map show dedication. of Sweet-
water Road along entire site frontage. Amount required
for dedication to be specified by the City Engineer.
9. Maximum slope grade within the project
boundary shall be 2/1.
10. A one -foot barrier lot shall be deeded in
fee simple to the City of National City between commercial
lot "A" and Calmoor Way cul-de-sac. This one foot strip
shall be shown on the final map.
11. Complete street and storm drain improvements
shall be installed on Sweetwater Road (including the westerly
50' of street frontage of the commercial lot shown as "Not
a Part"). The balance of the street frontage shall be
brought to a finish grade with the exception of the temporary
open drainage ditch which shall be improved to satisfy the
requirements of the City Engineer.
a. A 24" R.C.P. for storm drainage shall be
installed along the street frontage on Sweetwater Road from
the easterly edge of the open drainage ditch to the easterly
property line.
b. A 10-year performance bond in an amount
to be determined by the City Engineer sufficient to guarantee
installation of street and storm drain improvements not to
be installed at this time, shall be posted by the applicants
prior to approval of the final map.
c. Fencing and screening of the open drainage
ditch is required and will be subject to site plan review
and approval.
d. A transition from the widened portion of
Sweetwater Road to the existing roadway width shall be pro-
vided as required by the City Engineer.
12. The northeasterly portion of the property
having approximately 390' of frontage on Sweetwater Road,
and the most southerly portion of the property, both
labeled "Not a Part" shall be included in the subdivision.
Prior to acceptance of the final map the southerly panhandle
shall either be made a part of Lot 11 or if it is to be
annexed to adjacent property(s) de -annexation from National
City or annexation of adjacent parcel or parcels to National
City must first be accomplished.
13. Final map shall show dedication of a 4-1/2'
utility and street tree easement along all street frontage
of Calmoor Way and Calmoor Street. (This is in lieu of
requiring a 60' right-of-way.)
14. Prior to the approval of the final map, a
slope landscape plan prepared by a licensed landscape
architect shall be approved by the City. Slope banks shall
be stabilized with approved combination of soil binding
round cover, shrubs and trees. A permanent underground
automatic irrigation system or systems shall be included
in the landscape plan.
15. Maintenance of slopes within this subdivision
shall be the responsibility of each individual homeowner
and shall be provided for in the Covenants, Conditions,
and Restrictions on each lot.
16. The Covenants, Conditions, and Restrictions
shall:
a. Provide that the City may enter the
property and perform necessary maintenance work and place
a tax lien on the property to cover costs thereof.
b. Clearly specify a "level of maintenance"
to be expected of all landscape areas and suitable measures
to guarantee compliance therewith by the property owners.
Prior to the approval of the final map, a
copy of the Covenants, Conditions, and Restrictions shall
be filed with and approved by the National City Planning
Department and the City Attorney.
17. The subdivider shall post a bond in an
amount sufficient to guarantee maintenance of landscaping
for a period of not less than two years from the date of
final inspection approval. Estimate for amount of said
bond shall be prepared by a licensed landscape architect
and submitted with the slope landscape plan.
18. Garages shall be located a minimum distance
of 20' from front property line.
19. Street lighting shall be provided. Lighting
design shall be approved by street lighting coordinator
of San Diego Gas & Electric Company and by the City Engineer.
20. Fire hydrants shall be installed in accordance
with City Fire Department requirements.
21. Individual site fencing and screening shall
be provided for in the Covenants, Conditions, and Restrictions.
22. A street tree plan and landscape plan shall
be submitted in conjunction with building permit applica-
tions and be subject to site plan review and approval.
23. Street trees and site landscaping shall be
installed in accordance with the approved street plan and
landscape plan.
24. Site drainage to be provided for as required
by City Engineer. Drain ditches, swales, and brow ditches
shall be on private property without public easements.
25. Off -site sewer line improvements shall be
made in accordance with the requirements of the City Engineer.
26. All cut and fill slopes shall be rounded into
existing terrain to produce a contoured transition from
cut and fill faces to natural ground. Minimum contour
specifications to be submitted for Planning Department
approval.
27. Prior to the approval of the final map the
subdivider shall demonstrate compliance with Sections 1601
and 1602 of the California Fish and Game Code.
28. Prior to the approval of the final map, the
subdivider shall obtain written approval from the San Diego
County Department of Sanitation and Flood Control and the
City Engineer for the proposed site drainage improvements,
particularly as it affects discharge of drainage waters
onto adjacent properties within the unincorporated county
area.
29. Side yard access rights on Sweetwater Road
adjacent to Lots 1 and 25 shall be provided as required
by the City Engineer.
30. The minimal street structural section shall
be 2" of asphalt concrete on 6" of crusher run base on an
approved compacted base.
31. Remedial actions for any areas now subject
to flooding shall be approved by the City Engineer prior
to final map approval. The final map shall show any area
of the site subject to flooding by a "100Year" flood con-
dition.
32. A grading plan for this proposed subdivision
shall be submitted to and approved by the City Engineer
prior to approval of the final map.
33. The turn -around areas at the end of each cul-
de-sac street shall be "red curbed" and posted for "No
Parking."
34. Provide masonry wall on the Sweetwater Road
frontage as well as between the subdivision and the commercial
portion of the property.
