A RESOLUTION IMPLEMENTING THE PROVISIONS OF
ORDINANCE 1489 REGULATING THE CONSTRUCTION, USE AND
CONNECTION TO PUBLIC SEWERS AND HOUSE LATERALS WITHIN
The City Council of the City of National City
does hereby resolve as follows:
WHEREAS, the City has heretofore adopted
Ordinance No. 1489 regulating the construction, use and
connection to public sewers and house laterals in the
City of National City, which ordinance stipulates the setting
of a single source for establishing council policy, and
WHEREAS, it is now necessary for the City Council
to establish said policy pursuant to the provisions of Section
9 of Ordinance No. 1489;
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of National City does hereby adopt "Methods and
Procedures for Determining Sewer Fees and Sewage Flows Where
Abnormal Conditions Exist" to be used as council policy pur-
suant to the provisions of Section 9 of Ordinance No. 1489,
attached hereto and incorporated by reference as though set
forth in full.

BACKGROUND:
The City Council has heretofore directed the revision of City
Ordinances 784 and 1159. The City Council has adopted Ordinance
Number 1489, "AN ORDINANCE REGULATING THE CONSTRUCTION, USE AND CON-
NECTION TO PUBLIC SEWERS IN THE CITY OF NATIONAL CITY, CALIFORNIA,.
AND THE CONSTRUCTION, USE, AND CONNECTION OF HOUSE LATERALS THERETO
AND REPEALING ORDINANCE NO'S 784 AND 1159 AND ALL OTHER ORDINANCES
THAT MAY BE IN CONFLICT WITH THIS ORDINANCE", which through its
title explains its intent and purpose. In the acceptance of Ord-
inance Number 1489, it is apparent that a -single source for estab-
lishing Council Policy is required concerning Section 9 of said
Ordinance. '
PURPOSE:
This policy, is adopted to outline and prescribe general
standards to aide the City Engineer in his determination of fees,
as required by Section 9 of Ordinance Number 1489.
POLICY:
SECTION 9 (a)
For those sewer laterals having a depth in excess of eight feet,
Table 1-1 shall apply as a guideline in aiding the City Engineer in
his determination of sewer service fees.

POLICY:
SECTION 9(b)
In the case of difficult or unusual excavations the amount of work
and actual cost therefore, shall be the guideline in aiding the City
Engineer in his determination of sewer service fees.
When in the opinion of the City Engineer, there will be a difficult
or unusual excavation involved, the.City Engineer shall estimate the
quantity and actual cost of such work. The person (as defined in Ordi-
nance Number 1489) then shall pay over to the City Treasurer, at the
time of making application for the sewer permit, a sum equal to one
hundred and ten percent (110%) of the City Engineer's estimate. Said
sum shall be in addition to such other fees as are specified in Ordinance
Number 1489.
Upon completion of the work described in the City Engineer's
estimate, and upon written demand by the person, the City Engineer may
certify, and upon such certification, the City Treasurer shall refund
to the person any monies paid by the person which are in excess of speci-
fied fees and actual costs of the work.
The City Engineer, at the time of preparing his estimate of quan-
tities and costs, may determine that the difficult and unusual exca-
vation should be done under contract and not by City forces. When the
City Engineer so determines, the person shall deposit the contract amount,
plus necessary incidental costs with the City Treasurer prior to the
commencement of the contract work.
SECTION 9(c)
In the case of unusual obstructions or hazard, the procedures as
outlined for difficult or unusual excavations shall apply.
SECTION 9(d)
For those sewer laterals having an inside diameter in excess of
six inches, Table 2-1 shall apply as a guideline in aiding the City
Engineer in his determination of sewer service fees.

SECTION 9 (e)
To aide in the establishment of an estimated flow from properties
(as defined in Ordinance Number 1489), the following formula shall be used
as a guideline in aiding the City Engineer in his determination of sewer
service fees.
1. A dwelling unit of one is equivalent to a 3-bedroom unit.
2. The unit one is equivalent to 280 gallons per day.
3. The following equivalent dwelling units may apply:
a) Apartment House and Duplex:
1) A 1-Bedroom unit .60
2) A 2-Bedroom unit .75
3) A 3-Bedroom unit 1.00
4) Thereafter each additional bedroom unit shall equal an
additional .25 unit.
b) Condominiums:

c) Hotels, motels, auto courts

with paragraph "J" of this section.

i) For each store, office, business or small industiral establishment
not listed above in which the waste -water discharge approximates

j) Other:
--- In the case of laundries (other than self-service laundries),
industrial establishments and other business and establishments,
the number of assigned equivalent dwelling units shall be one
unit for each 350 gallons of metered water dispursed to the pro-
perty. Provided further, thain no case shall the equivalent
dwelling units assigned be less than one.
k) Schools:
--- The sewer service charge for schools shall be computed on
the basis of $0.75 per pupil for elementary schools and $1.00
per pupil for junior high schools or high schools. The number
of pupils shall be based on the average daily attendance of pupils
at the school during the preceeding fiscal year computed in
accordance with the Education Code of the State of California;
provided, however, where the school has no attendance during the
preceding fiscal year, the City Engineer shall estimate the ave-
rage daily attendance for the fiscal year for which the fee is to
be paid and compute the fee based on such estimate.
