HomeMy WebLinkAboutCC RESO 11,972RESOLUTION NO. 11,972 RESOLUTION SUPPORTING AND ENDORSING THE SWEETWATER RIVER FLOOD CONTROL PROJECT INCLUDING THE PROVISIONS FOR RECREATION AND MITIGATION OF PROJECT EFFECTS WHEREAS, on April 13, 1965 the Council, by Resolution No. 3882, endorsed and supported the Sweet- water River Flood Control project and requested the Board of Supervisors of the County of San Diego to give the assurances required by the government of the United States to provide the local cooperation necessary for the con- struction of the project; and WHEREAS, on April 20, 1965 the County Board of Supervisors, by Resolution No. 60, provided the govern- ment of the United States said assurances of local coopera- tion required at that time; and WHEREAS, substantial revisions to the project scope envisioned in April 1965 have been accomplished to include provisions for recreation and mitigation of pro- ject effects; and WHEREAS, the government of the United States now requires additional detailed assurances of local cooperation be made by the County Board of Supervisors; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of National City supports and endorses the Sweetwater River Flood Control project including the provisions for recreation and mitigation of project effects. BE IT FURTHER RESOLVED, that the Council requests that the Board of Supervisors of the County of San Diego give these necessary additional and detailed assurances required by the government of the United States to provide the local cooperation necessary for the construction of the project. BE IT FURTHER RESOLVED, that the Council reaffirms its policy and intent to enter into negotiations prior to actual construction for the equitable apportionment of costs to each local agency, including the County, for betterments, utilities irrigation, drainage, recreation, and mitigation of project effects that are a part of the project which State or Federal agencies declare the costs beyond their responsibility. It being understood that "mitigation" is limited to the 44 acres of mitigation in the draft working paper of the Sweetwater Flood Control Channel design memorandum No. 1 and not the 128 acres of preservation described therein. BE IT FURTHER RESOLVED, that the City Clerk of the City of National City be, and she is hereby directed, to forward a certified copy of this Resolution to the Board of Supervisors, County of SAn Diego.
