HomeMy WebLinkAboutCC RESO 11,9761 RESOLUTION NO. 11,976 RESOLUTION ADOPTING METHODS AND PROCEDURES TO BE USED BY THE DEPARTMENT OF PUBLIC WORKS FOR THE CONTROL OF A HISTORICAL FLOOD IN THE SWEETWATER RIVER VALLEY ADJACENT TO THE E. J. CHRISTMAN INDUSTRIAL PARK The City Council of the City of National City does hereby resolve as follows: The City Council does hereby determine and establish, in their desire to maintain the public safety, that the Department of Public Works of the City of National City shall make such preparations as are necessary and incidental to the control, and at the time of occurrence shall work to control a HISTORICAL FLOOD within the Sweet- water River Valley which does spill flood waters northerly of the Sweetwater River Valley along the San Diego and Arizona Eastern Railroad tracks and Interstate Highway 5. Those flood waters described above, having the potential of flooding the E. J. Christman Industrial Park if not controlled, shall be controlled in the method specified hereafter. The Public Works Department shall acquire and hold in readiness a sufficient stock of sandbags, sand and such other necessary supplies and equipment so as to sandbag to elevation 16.00 U.S.G.S. a strip of land described as follows: Beginning at a point along the Easterly side of Interstate Highway 5 at elevation 16.00 U.S.G.S.; thence Southerly along said Easterly side 150 feet; thence Easterly at right angles a distance of 120 feet more or less to the San Diego and Arizona Eastern Railroad tracks; thence Southerly along said railroad tracks a distance of 370 feet more or less; thence Southeasterly along the arc of a team track, 300 feet more or less to a point of elevation of 16.00 U.S.G.S. At such time as the City Engineer determines that there is a danger of a HISTORICAL FLOOD within the Sweetwater River Valley he shall order the Department of Public Works to construct a sandbag dyke along the above described strip, and they shall construct the dyke in a fast and workmanlike manner. When the City Engineer deter- mines that all danger of flooding has subsided in the area, he shall instruct the Public Works Department to remove the sandbag dyke, and they shall remove all evidence of the dyke in a workmanlike manner. PASSED AND ADOPTED this 17th day of February, 1976. ATTEST:
