RESOLUTION GRANTING A LIMITED COMMERCIAL PLANNED
DEVELOPMENT PERMIT PURSUANT TO ORDINANCE NO. 1077
(No. 74- Johnson -Chance Financial Group, to construct a
12,900 square foot retail shopping center at the south-
east corner of Harbison Avenue & Plaza Boulevard)
The City Council of the City of National City,
California, does hereby find, determine, order and resolve
as follows:
1. At a regular meeting of the City Planning
Commission on November 10, 1975, said Commission unanimously
adopted a recommendation that the owner of the real property
more fully described below, be granted a Limited Commercial
Planned Development Permit upon the conditions hereinafter
stated:
That portion of Quarter Section 106, Rancho de
la Nacion, in the City of National City, County
of San Diego, State of California, according to
Map thereof No. 166 by Morrill, on file in the
Office of the County Recorder of said San Diego
County, described as follows:
Commencing at the Northeast corner of said
Quarter Section 106; thence South 18°29'12"
East along the Easterly line of Quarter Section
106, a distance of 1020.91 feet; thence South
43°45'38" West a distance of 139.27 feet to a
point of tangency with a 360.00 foot radius
curve, concave to the Northwest; thence South-
westerly along said curve through a central
angle of 24°09'45" a distance of 151.82 feet;
thence tangent to said curve South 67°55'23"
West a distance of 10.36 feet to a point of
tangency with a 12.00 foot radius curve, concave
to the Northeast; thence Westerly and Northerly
along said curve through a central angle of
93°36'02" a distance of 19.60 feet to a point
in the Easterly line of a public street known
as Harbison Avenue; (said Harbison Avenue being
80.00 feet in width); thence South 18°28'35"
East along said Easterly line a distance of
104.21 feet to the TRUE POINT OF BEGINNING;
thence Northerly and Easterly along a tangent
curve, having a radius of 12.00 feet and a
central angle of 86°23'58" and being concave
to the Southeast a distance of 18.10 feet;
thence tangent to said curve, North 67°55'23"
East a distance of 16.90 feet to a point of
tangency with a 440.00 foot radius curve,
concave to the Northwest; thence Easterly and
Northerly along said curve through a central
angle of 24°09'45" a distance of 185.55 feet;
thence tangent to said curve North 43°45'38"
East a distance of 97.17 feet to a point in
the Easterly line of said Quarter Section
106; thence along said Easterly line South
18°29'12" East, 212.05 feet to the Southeasterly
corner of the Northeasterly Quarter of Section
106; thence along the Southerly line thereof
South 71°13'02" West, 291.46 feet to the
Easterly line of said Harbison Avenue; thence along
the Easterly line thereof North 18°28'35" West,
105.52 feet to the TRUE POINT OF BEGINNING.
2. That the City Council has received the recom-
mendation of the Planning Commission, and after full and
complete consideration of said recommendation hereby grants
a Limited Commercial Planned Development Permit upon the
following terms and conditions:
a. Prior to City Council adoption of
resolution granting Limited Commercial Planned Development
Permit No. 74, the property owner shall file with the
Planning Department an acknowledgment in writing stating
that he is cognizant of all conditions as hereinbelow set
forth and agrees to satisfy same.
b. Street improvements are required. A
street excavation permit and curb, gutter, sidewalk and
driveway permit is required for the following works in
the public right-of-way:
(1) On Harbison Avenue
(a) Installation of curb, gutter
and sidewalk.
(b) 3" asphalt concrete on 9" of
crusher run base along easterly shoulder. (Approximately
20.5 feet in width.)
(c) 1-1/2" asphalt concrete overlay
of existing concrete strip section (approximately 10' in
width with some existing asphalt concrete overlay).
(d) 10' transition around edges
of asphalt concrete overlay to allow for smooth vehicular
movement.
This work is required from the
centerline of Plaza Boulevard to the westerly prolongation
of the property's southerly line.
(2) On Return Area
(a) Installation of sidewalk.
(3) On Plaza Boulevard
(a) 3" asphalt concrete on 9"
crusher run base from existing cross gutter at Harbison
Avenue for full length of Plaza Boulevard frontage (30.5'
in width).
(b) Installation of sidewalks and
driveways.
The site plan shows a 10' high (plus
or minus) retaining wall. A grading plan and permit is
required by the Engineering Department.
c. Installation of one public fire hydrant
is required on the south side of Plaza Boulevard adjacent
to driveway access into complex. Developer to pay all
costs for installation. (Exact location to be approved
by City Fire Marshal.)
d. Prior to final inspection and/or issuance
of Certificate of Occupancy for any portion of the project,
a 2' wide by 85' long A. C. berm shall be installed, separat-
ing the traffic on Harbison Avenue, south of Plaza Boulevard,
and red curb and "NO PARKING" signs as required along the
entire frontage of this property shall be installed.
e. Minimum driveway widths shall be 30'.
f. A 6' high chain link fence with appropriate
screen type landscaping shall be constructed along the east-
erly 251 feet of said southerly property line. A 6' high
masonry wall shall be constructed along the remaining westerly
40 feet of said property line.
g. Parking lot and walkway lighting shall be
provided from shielded light standards or other city approved
methods. Roof -mounted lighting shall not be used.
h. All landscaping shall be separated from
areas of vehicular circulation and parking by a 6" high
concrete curb.
i. Parking design shall be of the diagonal
type, and all parking sites, where vehicles are headed into
either a landscaped area or walkway, shall be provided with
wheel stops.
j. A masonry trash enclosure at least 2'
higher than containers, with gates, is required.
k. Plans submitted for the issuance of a
building permit shall include a detailed site plan. Said
plan shall provide the following additional information:
(1) Type and thickness of surfacing of
parking lot and walkways.
(2) Existing and finish grades.
(3) Drainage.
(4) Exterior security lighting.
(5) Parking for the handicapped.
(6) Compliance with all conditions of
issuance of planned development permit.
1. A building permit shall be obtained within
a period not to exceed 120 days from date of City Council
adoption of resolution granting limited commercial planned
development permit.
m. Outdoor storage of merchandise and/or
rubbish at the southwest corner of the project shall be pro-
hibited.
