HomeMy WebLinkAboutCC RESO 12,030RESOLUTION NO. 12,030 RESOLUTION AUTHORIZING CHANGE TO CIVIL SERVICE RULE VI, SECTION 604 - ANNUAL VACATION LEAVE, AS RECOMMENDED BY THE CIVIL SERVICE COMMISSION WHEREAS, the Civil Service Rules provide that the rules may be amended after following an established procedure, and WHEREAS, the procedure for amending the Rule has been followed, and WHEREAS, the Civil Service Commission has unanimously recommended that the City Council approve the amendments to Civil Service Rule 604 - ANNUAL VACATION LEAVE; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of National City that Civil Service Rule 604 - ANNUAL VACATION LEAVE be amended as provided in Exhibit "A" attached hereto and made a part hereof as though set forth in full. ATTEST: CITY CL CIVIL SERVICE RULES RULE VI SECTION 604 SUBJECT: EXHIBIT "A" HOLIDAYS AND LEAVES OF ABSENCE DATE March 19, 1976 PAGE 4 of 21 SECTION 604 - ANNUAL VACATION LEAVE: The purpose of Annual Vacation Leave is to enable each eligible employee annually to return to his work mentally refreshed. (a) All employees in the competitive service shall be entitled to annual vacation leave with pay following the completion of the Probationary period and of one full year's service with the City. (b) All 40 hour per week Employees shall be governed by the following vacation accrual rates unless modified by a Memorandum of Understanding: 1 through 5 years service 6.67 hours per month 6 15 years service 10.00 hours per month Over 15 years service 13.33 hours per month (c) All Fire Officers working the established Fire Suppression shift shall be governed by the following vacation accrual rates unless modified by a Memorandum of Understanding: 1 through 5 years service 12 hours per month 6 through 15 years service 16 hours per month Over 15 years service 20 hours per month (d) Part-time eligible employees who work less than full time, but more than 1,040 hours a year, shall be credited vacation on a pro-rata basis. This means that employees with continuous part-time active service amounting to at least twenty hours per week shall be granted vacation with pay on the same basis as applies to full-time employees, provided that the pay during such vacation shall be in the proportion that such part-time service bears to full-time service for the class. (e) Vacation schedules shall be arranged by the appointing authority with particular regard to the needs of the service and, as far as possible, with the wishes of the employee. Vacation shall not be deemed auth- orized until the employee's eligibility is verified by the Personnel Officer. If the requirements of his services are such that the employee cannot take part or all of his annual vacation in a partic- ular calendar year, such vacation shall be taken during the following calendar year. (f) An eligible employee may take earned vacation in any increment of four (4) hours or more with the consent of the Department Head and the approval of the City Manager. (g) An eligible employee may accumulate vacation to a maximum of two years earnings. Vacation leave is credited as earned and the amount of vacation leave accumulated shall not exceed 2 years earnings on the employees anniversary date. CITY OF NATIONAL CITY PERS. 104 CIVIL SERVICE RULES RULE VI SUBJECT: SECTION 604 MP HOLIDAYS AND LEAVES OF ABSENCE DATE PAGE 5 of 21 SECTION 604 - ANNUAL VACATION LEAVE: (continued) Except in the case of terminal vacation leave, paid holidays immedi- ately preceding, immediately following or wholly within the vacation period shall not be regarded as part of the vacation. Employees who terminate employment shall be paid in a lump sum for all accrued annual vacation leave prior to the effective date of termina- tion. Terminal vacation pay shall include payment for all unused vacation leave based upon the employees records in the Personnel Department. CITY OF NATIONAL CITY. PERS. 104
