JOINT RESOLUTION OF THE CITY OF NATIONAL CITY, THE CITY
OF CHULA VISTA AND THE SAN DIEGO UNIFIED PORT DISTRICT
STATING LOCAL POSITIONS ON THE PROPOSED FEDERAL WILDLIFE
PRESERVE ASSOCIATED WITH THE SWEETWATER RIVER FLOOD
CONTROL CHANNEL/ROUTE 54 CONSTRUCTION PROJECT
WHEREAS, based upon past meetings with various
agencies involved in the Sweetwater River Flood Control
Channel/Route 54 construction project, it has become
evident that there is a unified local position with regard
to wildlife preserves in and adjacent to the Sweetwater
and
the
Paradise Marshes that must be made known
project to proceed, and
WHEREAS, the City
of Chula Vista, and the San
to enable
of National City, the City
Diego Unified Port District
are local agencies involved in the construction of said
project, and
WHEREAS, the aforementioned local agencies strongly
support the Sweetwater River Flood Control Channel/Route 54
construction project and all proposed mitigation currently
associated with said project, and
WHEREAS, the aforementioned local agencies are
fully aware of the responsibilities of State and Federal
agencies charged with maintaining and enhancing wildlife
habitats and earnestly desire to cooperate with such
agencies in the reasonable preservation of such habitats,
and
WHEREAS, the local agencies vehemently support
local control of land use within the parameters of existing
law and see the Federal governments' preservation require-
ments over and above mitigation as not consistent with local
plans and, therefore, an infringement upon the sovereignty
of their respective agencies, and
WHEREAS, adequate legislation currently exists to
ensure the preservation of environmentally significant areas
if and when plans for additional projects are completed;
NOW, THEREFORE, BE IT RESOLVED by the City
Council of the City of National City that the afore-
mentioned agencies, while strongly supporting the over-
all project, request that all Federal and State reference
to preservation, over and above fair and reasonable
mitigation requirements directly attributable to the
project be limited to those areas covered by existing
local plans.
BE IT FURTHER RESOLVED that the local agencies
request expeditious resolution of this matter and call
for the opportunity to participate in any reevaluation
of currently established mitigation requirements relative
to this project.
BE IT FURTHER RESOLVED that certified copies
of this joint resolution be distributed to those agencies
recorded as being represented at the bi-monthly Sweetwater
River/Highway 54 Project Coordinating Meetings and our
local Congressional delegation.
