HomeMy WebLinkAboutCC RESO 11,787RESOLUTION NO. 11,787 RESOLUTION GRANTING CONDITIONAL USE PERMIT NO. 1975-1 FOR BOAT YARD AND SHIP REPAIR FACILITY AT 1301 WEST 24TH STREET (Triple "A" South, Parcels 1, 2, 3, 4, 5, and 6 as shown on San Diego Unified Port District Tideland Lease Drawing No. 1704-B) The City Council of the City of National City does hereby find, determine, order and resolve as follows: 1. At a regular meeting of the City Planning Commission on April 14, 1975, said Commission unanimously adopted a recommendation that the owners of the real property located on 1301 West 24th Street, be granted a Conditional Use Permit upon the conditions hereinafter stated. 2. That the City Council has received the recommendation of the Planning Commission, and after full and complete consideration of said recommendation hereby grants a Conditional Use Permit 1975-1 for the development of a boat yard and ship repair facility at 1301 West 24th Street by Triple "A" Machine Shop, Inc., subject to the following terms and conditions: a. Development of this facility shall be in accordance with the submitted plan, prepared by Earl A. Biggin, Architect, dated March 12, 1975, and the follow- ing additions and/or exceptions: (1) Prior to the development of Phase 1, the following shall be provided for: (a) Office facilities (b) Toilet and other facilities recommended as minimum plumbing facilities in Appendix "C" of the Uniform Building Code. (c) Parking or other facilities required for physically handicapped. (d) Overwidth driveway (50') will require City Council approval. (e) Soils shall be investigated and Report of Investigation shall be filed with the Building Department. (f) San Diego Coast Regional Commission would probably require a permit. (g) Installation of sidewalk and replace- ment of existing A. C. berm with P. C. C. type "G" curb along 24th Street frontage, west of the northerly prolongation of Quay Avenue. (h) Three (3) on -site hydrants shall be installed prior to construction of buildings. (i) Adequate access for fire apparatus shall be provided and remain unobstructed at all times. (j) Installation of landscape, irrigation and view obscuring enclosure along 24th Street frontage, west of the northerly prolongation of Quay Avenue. (Existing chain link fence along the westerly line of railroad right-of-way shall be made view obsuring.) (k) Provisions for security lighting in accordance with guidelines suggested by San Diego Gas & Electric Company, dated July 15, 1974. b. Future structures may be affected by SB 144 (Energy Insulation). c. Future buildings shown are within the area and height limitations for construction in Fire Zone 3. Paint and sandblast building may be moved to alleviate required fire resistive rating for walls within 10'0" of property line or projected openings within 10'0" of property line or protected openings within 10'0" of property line. Openings are not permitted within 5'0" of property line. d. Fire protection for individual buildings shall be deteiniined at time plans are submitted for issuance of building permits. e. All areas of the yard open to vehicular passage used in conjunction with each phase as developed shall be paved with not less than 2" thick asphalt paving or oil and aggregate mixture (except areas within public right-of-way, provided, however, the Director of Planning may approve other paving materials which provide, in his opinion, the equivalent in service and useful life. (1) Unpaved areas shall be substantially barricaded to prevent vehicular access. (2) Parking spaces required for each phase shall be supplied at time of development for all employees, visitors, and accessory vehicles as follows: One (1) parking space for each 500 square feet of gross floor area, or one (1) parking space for each two (2) employees on the shift employing the largest number of such employees, whichever is the greater number of spaces; provided that in lieu of the foregoing, the operator of any industrial parking spaces at the ratio of employee employed on the shift of such employees, if the said use may provide off-street one (1) space for each having the largest number operator files with the City, annually, a written statement indicating the maximum number of employees employed upon such shift. One (1) parking space for each vehicle operated or kept in connection with the use. Parking lots shall be so arranged that all vehicles entering a street from the lot can do so traveling in a forward motion. (3) Ingress and egress shall be provided for all employees, visitors, and accessory vehicles connected with the industrial site as follows: (4) Entrance driveways width of twelve (12) feet. shall have a minimum (5) Entrance and exit driveways shall have a minimum width of twenty (20) feet. (6) Parking lots shall have a minimum slope of 0.5%. (7) One-way parking lot aisles shall have a minimum width of twelve (12) feet. (8) Two-way parking lot aisles shall have a minimum width of twenty-four (24) feet. f. A landscape plan showing an automatic irrigation system shall be submitted to and approved by the Planning Department prior to the issuance of building permits. g. Compliance with site plan review procedures for individual buildings and structures shall be determined at time plans are submitted for issuance of building permits. h. Building types shall follow these construc- tion criteria: (1) Building types shall conform to the proper fire zone and fire hour construction ratings as pre- scribed by the Building Code and Fire Prevention Code. (2) Buildings shall be of a construction type that will extend the economic life of the structure beyond the year 2000. (3) Building exteriors shall be designed to conceal or integrate all projections, structures, or equipment. (4) All metal structures or buildings shall have factory applied baked enamel finished exterior surfaces. (5) All roof edges on metal structures or buildings shall be finished with a fascia and/or combina- tion fascia gutter. (6) All fronts of metal buildings or structures shall incorporate and present either a finished parapet or overhang on the street side or sides. (7) The exterior walls of all structures or buildings constructed within the manufacturing zone shall be of new material. (8) Building fronts to be architecturally designed to render an attractive appearance using a combination of materials such as glass, masonry, natural wood, etc. i. Outdoor storage areas shall be completely enclosed to a height of six (6) feet and be constructed from one of the following building materials: (1) Solid masonry wall. (2) Solid double faced wood fence of durable construction. (3) Solid metal fence with factory applied baked enamel finish. (4) Chain link fence with Building Depart- ment approved colored slats of plastic or metal with factory applied baked enamel finish. (5) Any harmonious combination of the above fence materials. j. Grading and site preparation shall be as follows: (1) Building site slope shall be a minimum of 1% (1 foot in 100 feet) and a maximum of 8% (8 feet in 100 feet) . (2) Drainage shall be sufficient to carry off all ground water runoff to the street, alley, or storm drain and not across adjacent property or public sidewalks. k. Loading areas shall be as follows: (1) One loading space twelve (12) by fifty (50) feet with fourteen (14) foot height clearance for every 20,000 square feet or fraction thereof building floor use, or for every 20,000 square feet or fraction thereof land use. (2) Each loading or unloading space or dock shall be provided with adequate ingress and egress. (3) Loading docks or spaces shall not be located in the required front setback and shall be so arranged that no portion of the vehicle is encroaching upon any public right-of-way. (4) Direct loading and unloading from a public street is prohibited. 1. Maintenance in the manufacutring area shall be as follows: (1) All storage areas shall be kept free of trash or other debris. (2) All landscaped areas and yards shall be free of weeds, trash or other debris. (3) All parking lots shall be kept clean and in good repair at all times. Breaks in paved surfaces shall be repaired promptly. m. Mitigation - Proposals of Environmental Impact Report: (1) The blasting operation in the paint and sandblast building will be conducted in an enclosed booth, vented to an adequate filter bag house which would collect dust, abrasive, and other particulate matter in the submicron range. Steel shot which would be recycled would be the only abrasive used in this operation. This indoor operation would be conducted from 0700 to 2400 Monday thru Friday. (2) The abrasive blasting operation in the drydock and the sandblast work area would be intermittent and conducted only from 0700 to 1530 hours. Blasting debri would be confined in these operations by shrouding which significantly restricts air contaminants. Only commercial abrasives, known under such trade names as Fast Blast, E-Z Blast, and Clean Blast, would be used, which will reduce the amount of dust produced by this operation. (3) Abrasive blasting operations will be conducted only at three locations at the proposed project: (a) Inside the filtered sandblast building, (b) In the drydock, and (c) In the work area adjacent to the marine railway. Scraping of marine life off of boat bottoms will be done only in the drydock and the one identified area. Shrouding will be utilized in the drydock and the one work area to contain abrasive blasting. (4) All storm drains will have grease and sand interceptors to remove solid materials. All trapped materials, from all interceptors, will be manually removed and trucked to the Otay landfill. (5) All potential pollutants will be controlled at the source, all liquid and solid wastes will be separated and properly disposed of. (6) In areas where operations are conducted that exceed 90 decibels, proper ear portection will be pro- vided for all individuals in close proximity. Signs will be posted at safe distances to warn observers of possible ear damage. All OSHA industrial safety requirements will be observed. All of these operations will be conducted well within the facility, 200 feet, to keep the public out of the range of harmful noise levels. These operations will be conducted only from 0700 to 1530 hours. (7) All abrasive blasting residues and marine life scraped from boat bottoms will be removed manually and trucked to the Otay landfill. (8) During abrasive blasting operations water -tight connectors will be made at the hull of the boat to collect domestic sewage discharges, to prevent them from mixing with spent abrasives accumulated on the floor of the dock area. These connections will be piped into the City sewer system. (9) Approximately 7,500 square feet of the project's site will be landscaped. Landscaping details on the exact types of ground covers, shrubs, trees, irrigation systems and maintenance requirements will be submitted to the Port District, the City of National City and the San Diego Coast Regional Commission prior to any construction. (10) Paving and fencing. All outside storage areas, work areas, and parking areas would be paved to assure operations in inclemental weather. An { eight -foot high chain link fence would enclose most of the yard's perimeter for security and safety measures. The fencing material would be new and of good industrial quality. To provide visual screening for outdoor storage areas, the link fence would have slats or equivalent means. n. Prior to the issuance of any permits, the applicant shall file with the Planning Department an acknowledgment in writing stating that he is cognizant of all conditions as hereinabove set forth and agrees to accomplish same within the time periods specified.
