RESOLUTION GRANTING COMMERCIAL PLANNED DEVELOPMENT
PERMIT PURSUANT TO ORDINANCE NO. 1077
(Terry Rakov, Permit #68 authorizing development of
an automotive drive-thru lubrication & tune-up
establishment at 1902 Highland Avenue, County Assessor's
Parcel No. 560-192-15)
The City Council of the City of National City,
California, does hereby find, determine, order and resolve
as follows:
1. At a regular meeting of the City Planning
Commission on April 14, 1975, said Commission unanimously
adopted a recommendation that the owner of the real property
more fully described in Exhibit "A" attached hereto, be
granted a Commercial Planned Development Permit for the
development of an automotive drive-thru lubrication and
tune-up establishment at 1902 Highland Avenue (County
Assessor's Parcel No. 560-192-15, upon the conditions here-
inafter stated:
2. That the City Council has received the recommen-
dation of the Planning Commission, and after full and complete
consideration of said recommendation hereby grants a Commercial
Planned Development Permit upon the following terms and condi-
tions:
a. That the Planning Commission approve
application for commercial planned development permit auth-
orizing the development of an automotive drive-thru lubrication
and tune-up establishment at 1902 Highland Avenue subject
to the following conditions:
(1) Development shall be in accordance
with plans submitted as part of this request except as here-
inbelow set forth.
(2) A detailed landscape/irrigation plan shall
be submitted to and approved by the Planning Department prio to
installation.
(a) Said plan shall depict the upgrad-
ing of all existing landscape to present standards including
trees and irrigation.
(b) The existing area of landscape
located between driveways on Highland Avenue shall be increased
in width and length to a maximum of 10 feet in width by 40 feet
in length. (Length shall be measured north from the southerly
edge of the southerly driveway.)
(c) A landscaped planter shall be
provided along the southerly side of the proposed addition.
(d) A minimum of two (2) trees shall
be provided along 19th Street frontage. (Evenly spaced between
existing driveways.)
(3) All vehicles entering the site for
service shall enter from the westerly driveway on 19th Street.
(a) Directional signs indicating
"EXIT ONLY" shall be provided at driveways at the corner of
19th Street and Highland Avenue.
(b) An "ENTRANCE ONLY" sign shall be
provided at the westerly driveway on 19th Street.
(c) Directional arrows shall be
painted on the surface of the lot to adequately control
vehicular circulation.
(4) Unenclosed outdoor storage is prohibited.
(5) All work shall be conducted entirely
within the structure.
(a) Outside repair or servicing of
vehicles is prohibited.
(6) All electrical, telephone and similar
distribution service wires shall be placed underground.
(7) A screened or enclosed trash receptacle
storage area shall be provided.
(8) A building permit for all work required
shall be secured within 90 days of City Council adoption of
resolution granting variance, with completion within 120 days
from said date.
(9) All existing nonconforming signs shall
be removed or made to conform with existing sign regulations.
(10). Issuance of planned development
permit shall be pursuant to City Council approval of Zone
Variance Z-3-75.
(11). These premises shall at all times
be maintained in an orderly, clean and neat condition. All
structures shall remain attractively painted or surfaced in
a manner eliminating any diret, grime, grease, extraneous
grafitti or stains. All floors, walks, driveways and other
grade level surfaces shall be continously maintained in
their intended condition, free of grease, dirt, clutter,
merchandise, packing materials, auto parts, litter, debris
and temporary signs.
