A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL
CITY APPROVING THE SALARY PLAN, ESTABLISHING PERSONNEL
CLASSIFICATIONS, ADOPTING SALARY SCHEDULES AND RATIFYING
MEMORANDUM OF UNDERSTANDINGS FOR THE 1975-76 FISCAL YEAR
WHEREAS, the representatives of the City Manager of
the City of National City, acting for and on behalf of the City
Council of the City of National City, have heretofore met and
conferred with the National City Employees Association in ac-
cordance with the provisions of Section 3500, et seq, of the
Government Code of the State of California; and as a result of
meeting and conferring in good faith with said Group, agreement
has been reached on the terms and conditions of employment as
indicated in the attached document titled EXHIBIT B, "Memorandum
of Understanding Concerning Wages and Other Terms and Conditions
of Employment Between the City of National City and the National
City Employee's Association For a One Year Period of Time, (July
1, 1975 - June 30, 1976)", and
WHEREAS, the representatives of the City Manager of
the City of National City, acting for and on behalf of the City
Council of the City of National City, have heretofore met and
conferred with the National City Firefighter's Association in
accordance with the provisions of Section 3500, et seq of the
Government Code of the State of California; and as a result of
meeting and conferring in good faith and with said Group, agree-
ment has been reached on the terms and conditions of employment
as indicated in the attached document titled EXHIBIT C, "Memo-
randum of Understanding Concerning Wages and Other Terms and
Conditions of Employment Between the City of National City and
the National City Firefighter's Association For a One Year Period
of Time (July 1, 1975 - June 30, 1976)", and
WHEREAS, the representatives of the City Manager of
National City, acting for and on behalf of the City Council of
the City of National City, have heretofore met and conferred
with the National City Police Officer's Association in accord-
ance with the provisions of Section 3500, et seq, of the Govern-
ment Code of the State of California; and as a result of meeting

and conferring in good faith with said Group, agreement has been
reached on the terms and conditions of employment as indicated
in the attached document titled EXHIBIT D, "Memorandum of Under-
standing Concerning Wages and Other Terms and Conditions of Em-
ployment Between the City of National City and the National City
Police Offier's Association for a One Year Period of Time (July 1,
1975 - June 30, 1976)", and
WHEREAS, the City Manager has submitted his recommenda-
tions for a Salary Plan for the 1975-76 fiscal year, and
WHEREAS, the City Council has considered said Memorandum
of Understandings and City Manager Recommendations and is desirous
of setting competitive and equitable salary schedules for the
mutual benefit of the City of National City and its employees;
NOW, THEREFORE, the City Council of the City of National
City does hereby resolve as follows:
1. That the Salary Schedule and the Classification Plan
as contained in Section 1 and 2 of the attached Exhibit A, be and
are hereby adopted, and that the rates therein set forth are here-
by fixed as the salary for each class of City service effective
July, 1975 and January, 1976, and
2. That the Memorandum of Understanding (see Exhibit
B) between the City of National City and the National City Employee's
Association be adopted; and
3. That the Memorandum of Understanding (See Exhibit C)
between the City of National City and the National City Firefighter's
Association be adopted, and
4. That the Memorandum of Understanding (see Exhibit D)
between the City of National City and the National City Police
Officer's Association be adopted, and
5. That the Management Classifications of Assistant
City Librarian, Assistant Director of Planning, Assistant Director
of Public Works, Assistant Fire Chief, Assistant Police Chief,
Director of Parks and Recreation and Fire Battalion Chief be in-
eligible to receive Educational Incentive Pay, and
6. That the Executive Compensation Program as out-
lined in Exhibit E be adopted, and
7. That a Salary Differential of 5% for duty as a
"Fire Inspector" in the Fire Department is herewith granted, and
8. That a Salary Differential of 10% for Police
Liaison Officer duties in the Police Department is herewith
granted, and
9. That a Salary Differential of 5% for "Crew Chief:
field supervisory duties in both the Sewer Division and Street
Division of the Public Works Department is herewith granted, and
10. That a Salary Differential of 5% for sworn person-
nel assigned to the Detective Division in the Police Department
is herewith granted.

ASSOCIATION FOR A ONE YEAR PERIOD OF TIME (JULY 1, 1975 - JUNE 30, 1976)
WHEREAS, the representatives of the City Manager of the City of National City,
acting for and on behalf of the City Council of the City of National City, have
heretofore met and conferred with the National City Employee's Association, an
organization representing employee's of the City of National City, in accordance
with the provisions of Section 3500 et seq. of the Government Code of the State of
California, and;
WHEREAS, as a result of meeting and conferring in good faith with said Group,
agreement has been reached on the following terms and conditions of employment as
applied to those employees who are members of and represented by the National City
Employee's Association; and said representatives of the City Manager and of the

2. Effective July 1975 employees in the classifications of Firefighter,
Fire Engineer and Fire Captain will no longer be eligible for Educational
Incentive Pay.
3. Sick Leave will be accrued at the rate of 12 hours per full month of
service for Fire Suppression personnel.
4. Vacation will be accrued at the following rates per year:
1 - 5 years service
5 - 15 years service
15 or more years service

5. The Kaiser Insurance Program will be implemented at the earliest feasible
date if the program can be implemented as an alternate plan, and can be
done at no expense to the City. The employee will have the choice of
either the Kaiser Plan or the current program.
6. Any Firefighter hired subsequent to July 1, 1975 will be subject to an
expanded salary range as follows:

Firefighters hired after July 1, 1975 will normally be hired at Step 2,
after six months at Step 2 and with the Fire Chief's recommendation and the
City Managers approval, the employee will be advanced to Step 1, after six
months at Step 1 and with the Fire Chief's recommendation and the City
Managers approval the employee would be advanced to Step A. Further
advances within the established salary range will be made in accordance
with existing policy.
7. Effective July 1, 1975 the City will establish an Out -of -Class Pay Program.
This program will provide compensation at the salary range for the classifi-
cation to which an Out -of -Class assignment has been made. Payment for 0ut-of-
Class assignments will be made at the next higher step within the established
range and will provide a minimum of 5% salary increase for each Out -of -Class
shift worked. Out -of -Class pay will be made when an employee has completed
25 shifts in any fiscal year and will be retroactive to include all shifts
during that fiscal year. Eligibility requirements for an Out -of -Class
assignment are as follows:
"To be qualified for the acting position of
Captain, a person must be on the current
departmental promotional list for the position
of Captain. In the event of an expired pro-
motional list for the position of Captain,
the men who were on the past promotional list
for the position of Captain will be qualified
to work in the position of acting Captain".
"To be qualified for the acting position of
Engineer, a person must be on the current
departmental promotional list for the position
of Engineer. In the event of an expired pro-
motional list for the position of Engineer,
the men who were on the past promotional list
for the position of Engineer will be qualified
to work in the position of Acting Engineer".
These requirements are not intended to limit the Chief from appointing
anyone to an acting capacity or position in extraordinary circumstances.

acting for and on behalf of the City Council of the City of National City, have
heretofore met and conferred with the National City Police Officer's Association,

6. The City of National City will implement, effective July 1, 1975, a City
paid Long Tenn Disability program. The cost to the City of providing this program
shall not exceed $10.00 per month per Officer. In the event this piuglam exceeds
$10.00 per month the employees will assume the additional cost.
7. The City Management agrees to recommend to the City Council, adoption of
an a ucational Incentive Program that is to be effective July 1, 1976. This
program will be designed to be fair and equitable as determined by the City Manager
after review of available data which will include information provided by the
National City Police Officer's Association.

9. The Management of the City of National City and the Fire Department will
make every effort to retain the current 24 hour shift of a 56 hour per
week schedule and will consult with representatives of the National City
Firefighters Association prior to any adjustments being made to the current
schedule.

EXHIBIT "E"
_ EXECUTIVE COMPENSATION PROGRAM
All existing benefits that are available to full time classified
employees shall be in effect for full time appointed or elected employees with
the following exception:
1. Executives shall not be eligible to receive educational
Incentive Pay.
2. Executives shall not be eligible to receive Longevity Pay.
3. Executives shall receive three daysExecutive Leave in lieu
of overtime. This leave must be utilized within the fiscal year earned and
cannot be carried forward and there will be no pay-off for unused time.
4. Executives shall receive $300 pPr year payment each July,
this can be applied to additional life insurance or dependent health insurance
at the executives discretion.
5. EXecutives shall receive 15.days vacation pPr year accumulative
to three years earnings, after 15 years service executives shall earn 20 days
vacation accumulative to thres- years earnings.
