A RESOLUTION OF THE CITY OF NATIONAL CITY
AUTHORIZING THE MAYOR TO SIGN ON BEHALF OF
THE CITY AN AGREEMENT WITH CALTRANS TO
PERFORM THE 'BAY ROUTE BIKEWAY' PLANNING STUDY
BE IT RESOLVED by the City Council of the City
of National City that the Mayor is hereby authorized and
directed to execute that certain agreement between the
City of National City and the State Department of Trans-
portation to perform the 'BAY ROUTE BIKEWAY' PLANNING
STUDY.

PLANNING STUDY FOR
BAY ROUTE BIKEWAY
The CITY OF NATIONAL CITY
a body politic and a municipal
corporation of the State of
California, hereinafter re-
ferred to as "CITY"
The STATE OF CALIFORNIA,
acting by and through its
Business and Transportation Agency,
Department of Transportation,
hereinafter referred to as
"STATE"
WITNESSET H:
WHEREAS, the concept of a Bay Route Bikeway has been adopted by
the Cities of San Diego, Chula Vista, Imperial Beach, National
City, Coronado and the San Diego Unified Port District; and
WHEREAS, the Cities of San Diego, Imperial Beach, National City
and Coronado have joined together in the filing of a combined
claim in the amount of $24,500 to be drawn from the "Local Trans-
portation Fund" for the purposes of planning and engineering the
Bay Route Bikeway, which would extend southward from San Diego
around San Diego Bay to Coronado, and

WHEREAS, the Comprehensive Planning Organization, hereinafter`--
referred to as CPO, in accord with the aforementioned cities,
has designated National City as the "Lead Agency" to perform
the bicycle route study, and
WHEREAS, CPO has allocated $24,500.00 from the Local Transpor-
tation Fund to National City to fund the study, and
WHEREAS, National City lacks the manpower and expertise to
actually perform the study, and with the concurrence of the
aforementioned cities and CPO, has requested STATE to act as
consultant to perform the study, and
WHEREAS, STATE has sufficient planning personnel and expertise
related to designing bicycle routes to perform the study, and --
is-willing-to do _the_ -work, and
WHEREAS, it is now the desire of CITY and STATE to enter into
an agreement whereunder the planning study will be accomplished
and financed,
NOW THEREFORE, in consideration of the covenants and condi-
tions herein contained, the parties hereto agree as follows:
SECTION I
STATE AGREES:
1. To furnish all personnel, material, tools and equipment
necessary to perform the planning study as outlined in the
"Work Program", attached as Exhibit A, dated September 5, 1975,
and by this reference made a part hereof.
2. That the planning study shall commence as soon as practic-
able after execution of this Agreement. Said planning study
shall be completed as expeditiously as possible with a comple-
tion date of no later than March 1, 1976.
3. That at the inception of the planning study, and during its
development, STATE will invite comments and suggestions from
the participating Bay Area cities, the City of Chula Vista and
the San Diego Unified Port District, and will make every effort
to utilize information thus offered in the development of feasible
routes. Status reports will be made available during the study
if requested by the participating cities.
4. That the total cost for the planning study is estimated to
be $24,500.00. In no event, shall the total cost charged to
CITY exceed said $24,500.00.
5. That funds deposited by CITY will be credited exclusively
toward funding the planning study to be made by STATE under
terms of this Agreement.
6. That upon completion of the planning study, and upon deter-
mination of final cost accounting of all of STATE'S expenditures
related thereto, to furnish CITY with a detailed statement of
expenditures, and to refund to CITY promptly, any amount of
CITY'S deposited funds remaining after total actual costs
incurred by STATE have been deducted.
7. That --upon- -completion-of the planning study, 'STATE -will= __--
provide 15 copies of a final route planning report to CITY
for distribution to other participating agencies.
SECTION II
CITY AGREES:
1. To act as representative for the participating Bay Area
Cities in contacts with STATE relating to development of the
bicycle route planning study.
2. To deposit with STATE, after execution of this Agreement
and within 30 days of billing therefor, the amount of,$24,500.00,
which figure represents the total estimated cost of the plann-
ing study to be performed by STATE on behalf of CITY pursuant
to this Agreement.
3. That STATE with concurrence of CITY, may limit the depth
and scope of the planning study to the amount of work which
can be financed with the allotted funds and performed within
the time limit imposed by this Agreement.
SECTION III
IT IS MUTUALLY UNDERSTOOD AND AGREED:
That neither STATE nor any officer or employee thereof shall
be responsible for any damage or liability occurring by reason
of anything done or omitted to be done by CITY under or in
connection with any work, authority or jurisdiction delegated
to CITY--under=this Agreement; It is alsounderstood and: -agreed
that, pursuant to Government Code Section 895.4, CITY shall
fully indemnify and hold STATE harmless from any liability
imposed for injury (as defined by Government Code Section 810.8)
occurring by reason of anything done or omitted to be done by
CITY under or in connection with any work, authority or juris-
diction delegated to CITY under this Agreement.
That neither CITY nor any officer or employee thereof, is
responsible for any damage or liability occurring by reason of
anything done or omitted to be done by STATE under or in connec-
tion with any work, authority or jurisdiction not delegated to
CITY under this Agreement. It is also understood and agreed
that, pursuant to Government Code Section 895.4, STATE shall
fully indemnify and hold CITY harmless from any liability imposed
for injury '(as defined by Government -Code Section 810.8) occurr-
ing by reason of anything done or omitted to be done by STATE
under or in connection with any work, authority or jurisdiction
not delegated to CITY under this Agreement.
That this Agreement can be modified, altered or revised with
the written consent of both parties hereto.
That the study to be performed under this agreement shall be
financed from Local Transportation Funds as established under
the Transportation Development Act of 1971, Article 3, Section
99233(d). All•applicable procedures and policies relating to
the use of such funds shall apply notwithstanding other pro-
visions of this Agreement.
IN WITNESS WHEREOF, the parties hereto have caused this Agree-
ment to be executed by their respective officers, duly authorized,
the provisions of which Agreement are effective as of the day,
month and year first hereinabove written.

"BAY ROUTE" BIKEWAY PLANNING STUDY SAN DIEGO BAY LOOP
OBJECTIVE
The object of this study will be to determine an acceptable
route for bicyclists to traverse around the south
San Diego Bay region from the City of San Diego to the City of
Coronado via the Cities of National City, Chula Vista, and
Imperial Beach. Various alternates will be studied utilizing
information from the responsible agencies. The respective impacts
of each alternative will be presented.
The route shall be integrated within existing and planned bicycle
routes wherever possible.
The proposed route shall be planned for both commuter and rec-
reational cyclists. Attempts should be made to incorporate all
existing and proposed landmarks, parks and points of interest
within the planned route.
All efforts shall be made to satisfy the desires and needs of
the various cities through which the route will traverse.
PROPOSAL
The State of California, Department of Transportation (CALTRANS),
shall conduct a planning study for a proposed "San Diego/Coronado
Bay Route Loop" bicycle facility. CALTRANS shall provide all
planning personnel and all materials for the development of this
report. The report shall include recommended route, general bike-
way design, preliminary costs, areas of right of way acquisition
and environmental issues.

The City of National City, acting as the agreed upon representative
for the City of San Diego, City of Imperial Beach and City of
Coronado shall provide from Local Transportation Fund subventions,
funds up to a maximum. of $24,500 for the development of this study.
The City of National City shall be the agent for the before mentioned
cities, however, during the course of the study, CALTRANS shall
contact those cities for their input and shall, upon request, pro-
vide a status report to each city.
Upon completion of this report on or before March 1, 1976, CALTRANS
shall submit fifteen copies to the City of National City, and that
agency shall be responsible for the proper distribution of the
study.
SCOPE AND LIMITATIONS
1. CALTRANS will provide the entire planning staff.
2. The limits of the planning study will generally follow San Diego
Bay, beginning at the intersection of Market Street and Harbor
Drive in San Diego, southerly through the Cities of National City
and Chula Vista, westerly through the northerly portion of
Imperial Beach, then proceeding northwest along the Silver Strand
to the north end of Glorietta Bay, turning generally northeast
through the southerly portion of the City of Coronado and
terminating in the area of the old Ferry Landing at the extension
of Orange Avenue with the intersection of San Diego Bay.
3. The final report will be a route planning study depicting pre-
liminary alignment and basic design. The study will not include
precise design plans, quantity estimates, construction details or
specifications.

4. Preliminary cost estimates for each alternate will be included,
based on CALTRANS minimum standards for nonmotorized facilities.
5. All major environmental issues will be identified and. discussed.
However, no draft or final EIR will be provided.

lead time necessary to allow for reports and clear-

E. Determine origin and destination of current bicycle
trips: (sources: Bike Clubs, existing studies, recrea-
tion counts, employers, activity centers)
F. Investigate use of existing or abandoned highway and
railroad rights of ways, structures, dikes and levees.
G. Investigate feasibility of acquiring rights of wav or
easements.
H. Prepare base maps at appropriate scale.
I. Meet with local interested agencies and coordinate
input.
