RESOLUTION NO. 11,925
RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NATIONAL CITY IN CONNECTION WITH A
PROJECT AREA COMMITTEE FROM WITHIN THE
PROPOSED CENTER CITY PROJECT, NATIONAL CITY,
CALIFORNIA AND PROVIDING FOR REPRESENTATION
OF PROJECT AREA INTERESTS ON THE CITY'S
CITIZEN'S COMMITTEE FOR COMMUNITY
DEVELOPMENT
WHEREAS, the California Community Redevelopment Law,
hereinafter called the Law, at Article 6.5 thereof, requires
the legislative body of a city to call upon the residents and
existing community organizations in a redevelopment project
area, within which a substantial number of low -and moderate -
income families are to be displaced by the redevelopment
project, to form a project area committee, said project area
committee to include, when applicable, residential owner
occupants, residential tenants, businessmen, and members of
existing organizations within the project area and further
requires that the legislative body shall approve such re-
presentative project area committee in each project area
within 60 days after the project area is selected; and
WHEREAS, the Planning Commission of the City of
National City, by its Resolution No. 6-75 on December 8, 1975
selected the Center City Project Area; and
WHEREAS, the Law further provides that if the project
will not displace a substantial number of low -and moderate -
income families the Community Development Commission shall
either call upon the residents and existing community organiza-
tions to form a project area committee or the Community
Development Commission shall consult with, and obtain the
advice of, residents and community organizations as provided
for project area committees in Section 33386 of the Law and
provide such persons and organizations with the redevelopment
plan prior to submitting it to the legislative body; and
WHEREAS, Resolution 11,644 established the Citizen's
Committee for Community Development for the purpose of receiving
comment from all members of the community, ascertain community
attitudes and advise the City Council on matters concerning
the physical, social and economic development of the City; and
WHEREAS, said Committee for Community Development is
currently composed of thirteen regular members and two alternate
members;
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of National City, finds and determines as follows:
(1) That the probable displacement of approximately
32 tenants and 8 owner occupants from the proposed Center City
Project will not constitute the displacement of a substantial
number of low and moderate income families from the Project
and that the formation of a Project Area Committee pursuant to
Article 6.5 of the California Community Redevelopment Law is
therefor not required; and
(2) That the City's Citizens' Committee for Community
Development will fulfill the requirements of Article 6.5 of
said Law: and
(3) Regular membership of the Citizen's Committee
for Community Development is hereby increased to a total of
seventeen (17) members with four persons of said committee
representing the Center City Project Area; and
(4) That notwithstanding the absence of displacement
of a substantial number of low and moderate income families from
within the Project; that the membership of the Citizens'
Committee for Community Development shall be increased by four
persons who shall be from within the Center City Project Area,
one of each of whom shall represent respectively residential
owner occupants, residential tenants, businessmen, and members
of existing organizations from within the Project.
