HomeMy WebLinkAboutCC RESO 11,9280 RESOLUTION NO. 11,928 RESOLUTION INDICATING INTENT OF THE CITY OF NATIONAL CITY TO JOIN WITH OTHER GENERAL AND SPECIAL PURPOSE UNITS OF LOCAL GOVERNMENT IN A PLANNING PROCESS FOR A COORDINATED WASTE TREATMENT MANAGEMENT SYSTEM FOR THE SAN DIEGO REGION WHEREAS, pursuant to Section 208 of the Federal Water Pollution Control Act Amendments of 1972, PL 92-500 (hereinafter called "the Act"), the Administrator of the United States Environmental Protection Agency has by regulation published guidelines for the identification of those areas which, as a result of urban -industrial concentrations or other factors, have or are likely to have, water quality control problems (40 CFR Part 126); and WHEREAS, the San Diego area (hereinafter called "the Area") satisfies the criteria contained in the Act and guidelines for designation of the area pursuant to Section 208; and WHEREAS, Section 126.10 of the guidelines requires, among other things, that the affected general and special purpose units of local government within the area must show their intent to join together in a planning process which will result in a coordinated waste treatment manage- ment system for the Area; and WHEREAS, such planning process and waste treat- ment management system is a necessary and significant measure to control present as well as future sources of water pollution which may affect water quality, in order to prevent, abate and solve existing and potential water quality control problems; NOW THEREFORE, BE IT RESOLVED that the City of National City recognizing that the San Diego area has, or is likely to have, water quality control problems, supports designation of the Area pursuant to Section 208 and the EPA guidelines. BE IT FURTHER RESOLVED, that the City of National City intends to join with other affected general and special purpose units of local government within the boundaries of the area in a planning process which will result in a coordinated waste treatment management system for the Area. BE IT FURTHER RESOLVED, that, inasmuch as the Comprehensive Planning Organization (CPO) is a single representative organization with elected officials or their designees from local governments and is capable of coordinating effective areawide waste treatment management planning for the Area, the City of National City supports the designation of CPO as the planning agency for the Area. BE IT FURTHER RESOLVED, that the 208 waste treat- ment planning program should not duplicate, or conflict with, the State Basin Plan (Sec. 303e) or existing local wastewater facilities plans (Sec. 201).
